Prime Minister Pham Minh Chinh on June 2 chaired a conference to implement the National Assembly's Resolution 201/2025/QH15 on piloting special mechanisms for social housing development and review progress in the first five months of 2025.
Prime Minister Pham Minh Chinh emphasised that no organisations or individuals would be allowed to exploit the Party and State's preferential social housing policies for personal gain, while chairing a teleconference on June 2 to review the progress of the National Assembly’s Resolution on piloting several special policies and mechanisms for social housing development.
PM Pham Minh Chinh called for serious and people-centred leadership in implementing the social housing policy, urging integration with the national target programmes and strict anti-corruption measures.
The PM reafffirmed the Party and State’s commitment to ensuring affordable housing for all citizens, particularly the disadvantaged and vulnerable groups.
The bill contains three articles, focusing on two major policies – one to relax the conditions for acquiring Vietnamese nationality, aiming to facilitate cases where an individual has a biological father, mother, paternal or maternal grandparents who are Vietnamese citizens; as well as investors, scientists, and foreign experts who wish to acquire Vietnamese nationality.
Ho Chi Minh City plans to complete four social housing projects this year, with over 2,800 units. Meanwhile, the city will start eight other social housing projects with nearly 8,000 apartments in the year.
The Standing Committee voiced support for refining the resolution to reduce administrative procedures, strengthen decentralisation to local authorities, and expand policy support for people, particularly those impacted by the restructuring and consolidation of administrative units.
An individual who seeks to purchase an apartment in a social housing project must not own another apartment in the area where the project is situated, and their total family income must not exceed 30 million VND (1,156 USD) per month.
The draft resolution on piloting a number of special mechanisms and policies for developing social housing aims to attract businesses' investment in the construction of social housing and promote the development of this type of accommodation.
The total number of families in need of housing support in Ben Tre in 2025 stands at 2,101, with an estimated budget of 106.89 billion VND (4.1 million USD). As of March 28, construction started on 413 houses, of which 17 had been completed.
Prime Minister Pham Minh Chinh has signed Decision No. 444, dated February 27, 2025, setting targets for the completion of social housing by 2025 and in the following years up to 2030. Accordingly, by 2030, localities nationwide are tasked with completing 271,161 social housing units to help achieve the goal of building at least one million affordable social housing apartments for low-income earners and industrial park workers during the 2021–2030 period.
The Dong Nai provincial Finance Department is currently inviting investments for more than 3,000 social housing units in two main locations: Nhon Trach district and Bien Hoa city.
The project is expected to be finished five months ahead of schedule, aiming to complete construction early in the third quarter of 2026, meeting the housing requirements for over 3,900 people.
A project to construct at least a million apartments of affordable social housing for low-income earners and workers in industrial parks in the 2021 – 2030 period was approved by the Prime Minister.
Singaporean Minister of National Development Desmond Lee said on February 17 that 29,000 flats built in 1997 or earlier have been chosen for the Housing Board’s Home Improvement Programme (HIP) and will get structural improvements and upgrades to bathrooms and entrances, among other things.
