Hanoi (VNA) - The 14th Assembly ofthe Asian Organisation of Supreme Audit Institutions (ASOSAI)closed in Hanoi on September 22, adopting the Hanoi Declaration during its 2nd plenary session in the same day.
The second plenary session was chaired by ASOSAI Chairman inthe 2018-2021 term Ho Duc Phoc whois also Auditor General of the StateAudit of Vietnam (SAV); and ASOSAI Secretary General Choe Jaehyeong.
During the session, delegates elected the SAIs of Indonesia, Russia, Kuwait,Nepal and Bangladesh to the Governing Board of ASOSAI for the term 2018-2021.
They also elected Turkey and Kazakhstan to the Audit Committee in the 2018-2021term.
The session recognised Palestine’s SAI as a new ASOSAI member; designated ASOSAI training centres; and transferred the roleof ASOSAI Secretary General from the Republic of Korea (RoK) to China.
One of the contents for discussionduring the session was the goal of professionalization of the ASEAN SupremeAudit Institutions (ASEANSAI)'s. On this topic, ASEANSAI Chairperson ViengthongSiphandone, who is President of Laos's State Audit Organisation, said the goal has beenincluded in ASEANSAI’s strategic plan in 2018-2021.
ASEANSAI aims to become a self-control, independent, professional andnon-political organization, which will help develop capacity and enhancecollaboration among its members, thus establishing constructive relationshipsto benefit ASEAN and other stakeholders, he said.
In order to improve the capacity of SAIs and share knowledge on the compliancewith the InternationalStandards of Supreme Audit Institutions (ISSAI), ASEANSAI has carried out manymeaningful activities, including a long-term programme on the implementation ofISSAI in 2015.
Towards this goal, ASEANSAI implemented a long-term programme on applyinginternational audit standards from 2015 to the end of July this year. It hasalso organised many training programmes and workshops to better capacity of regionalauditors on issues related to land, mineral resources, public procurement; andraise their awareness of sustainable development goals.
ASEANSAI has adopted its Strategic Plan for 2018-2021 and revised relevantregulations.
President of Thailand’s State Audit Commission Chanathap Indamra affirmedASOSAI is an open community, and the cooperationamong ASOSAI members is key to achieve the overall goal of promoting andenhancing experience in term of public audit.
ASOSAI Secretary General ChoeJaehyeong, who is also Chairman of the Board of Audit and Inspection of the RoK,announced that SAIs of India, China and Malaysia were recognized asASOSAI training centres due to their excellent training facilities andcapabilities.
In his closing speech, ASOSAIChairman Ho Duc Phoc thanked the RoK SAI for well fulfilling its duty asSecretary-General of ASOSAI in the past term, and congratulated the Chinese SAIfor being elected ASOSAI Secretary General for the 2018-2021.
After four days of working, memberSAIs discussed and agreed on many important issues such as the budget plan ofthe organisation in 2019-2021; ASOSAI Strategic Plan 2016-2021, the 11th research report and the 11th symposium report.
He called on member SAIs to strengthen cooperation and experience andinitiative sharing, thus further contributing to the ASOSAI community’sdevelopment.
Thailand will host the nextAssembly of ASOSAI in 2021.-VNA
