Bac Giang province endeavours to improve public administration

PAPI is a policy tool that measures theadministration and governance efficiency of the State administrationsystem in Vietnam’s 63 provinces and cities.

It evaluates six different dimensions of provincial governance andpublic administration, including citizen’s participation at the locallevel, transparency, accountability, the control of corruption in thepublic sector, public administrative procedures, and the provision ofpublic services.

In 2013, the index was compiledbased on the responses of 13,892 citizens from all over the country. BacGiang was ranked last.

Chairman of the provincialPeople’s Committee Bui Van Hai said Bac Giang aimed to increase its PAPIscore to average or higher from 2014 onwards.

Ahigher PAPI score is important since it improves the interactionsbetween local authorities and citizens, thus consolidating people’sconfidence, he added.

To realise these targets, theofficial ordered relevant committees and departments to seriouslyimplement people-focused measures.

The telephonenumbers and e-mail addresses of heads of authorised agencies will bepublicised to make it easier for citizens to voice their opinions on theState and local policies and laws. Optimal conditions will also becreated to give residents more opportunities to contribute to localsocio-economic development plans as well as land, construction andinvestment management plans, amongst others.

Chairman Hai also demanded the enhancement of corruption control in thepublic sector, reforming administrative procedures, improving publicservices, and promoting the accountability of local authorities tocitizens.

The People’s Committees at district andcommunal levels were also requested to organise monthly meetings toupdate residents on the latest policies and respond to matters ofconcern. Additionally, officials and public servants at all levels wereasked to engage with local residents at least once a month in order totimely receive and deal with people’s opinions.-VNA
