Bac Giang works to secure high place in public administrative reform index ranking

Bac Giang (VNA)🃏 – The northern province of Bac Giang aims to secure a position in the group of localities with best administrative reform performance.

According to the provincial People's Committee, this year, the province continues to focus on improving the quality of administrative reform and investment and business environment, while boosting digital transformation. The province has paid attention to modernising methods of direction and management by effectively applying outcomes from the digital transformation to build the province's administrative system, towards more professional, disciplined, flexible, transparent, effective, and efficient to create best possible favourable conditions for people and businesses. Bac Giang continues to effectively implement the Government’s Resolution No. 76/NQ-CP dated July 15, 2021; the province’s Plan No. 402/KH-UBND dated August 21, 2021, guiding documents and directions of the Steering Committee for Administrative Reform of the Government, ministries and agencies to build a democratic, professional and modern administrative system.
The province targets to simplify administrative procedures, saving time and costs for public service users. From now until the end of the year, Bac Giang continues to focus on improving the quality of public service provision, bettering the investment and business environment, which is expected to help the province to maintain and improve its positions in national rankings, including the Provincial Competitiveness Index (PCI), Provincial Governance and Public Administration Performance Index (PAPI), and Public Administration Reform Index (PAR INDEX). All of the province's legal documents are issued in line with those issued by the Government's legal system, while 100% of the internal administrative procedures between state administrative agencies in the province are announced, publicised, reviewed and simplified.More than 90% of administrative procedure records at reception and result return units at all levels are resolved early and on time, of which over 60% are returned ahead of schedule.Over 95% of work records at the provincial level, 85% of work records at the district level and 65% of work records at the commune level are processed online. Over 70% of administrative procedures are processed online. Over 60% of public service users choose online access. The rate of online payment at the National Public Service Portal to the total number of payment transactions of public services reaches over 60%.Since 2021, Bac Giang province has focused on promoting administrative reform with the motto of "discipline, integrity, action, service". All communes, wards and towns of the province have implemented the "friendly administration" model.The province ranked 7th out of 63 localities nationwide in the PAR Index in 2021 and fouth in 2022 and 2023. On administrative apparatus reforms, it ranked second in 2022.The northern province has increased the application of information technology, digital transformation in management and operation associated with building e-government, towards digital government. It is in the group of ten leading provinces and cities nationwide in terms of digital transformation index.
The Bac Giang provincial People's Committee approved a 5-step process to handle online administrative procedures. It also directed the application of good initiatives and models in administrative procedure reform such as "virtual assistant" to guide people in performing administrative procedures; applying QR codes in instructing people and businesses on administrative procedures and online payments; the models of "fast Friday", "Friday without appointment", "Sunday for the people". As the results, over 98% of administrative procedures are finished on time./.
