Hanoi (VNA) – The Government has issued a resolution♚ on its May meeti☂ng, requesting ministries, agencies and localities to be determined in actions to achieve the set targets.

The State Bank of Vietnam is ordered to issue proactive and flexible monetary and credit policies that will facilitate loan access, especially in prioritised areas together with reining in inflation, stabilising the macro-economy, and preventing dollarisation and “goldisation”. The Ministry of Planning and Investment and the Ministry of Finance need to devise concrete measures for speeding up the disbursement of ODA, FDI, and investment capital sourced from Government bonds and the State budget.
Relevant ministries and agencies need to promptly work out blueprints for restructuring agriculture, the credit organisation system, State budget spending and public debt, State-owned enterprises, and public service institutions. They must also devise a finance-budget plan for 2016 – 2020 and another on public investment for the same period. In the resolution, the Government tasks the Ministry of Industry and Trade (MoIT) with working with other ministries and localities to streamline trade-related procedures, and boost industrial growth, especially in processing and manufacturing. The ministry must thoroughly assess the signed free trade agreements and enhance communications to help business prepare for future opportunities. Meanwhile, the Ministry of Agriculture and Rural Development (MARD) and other relevant agencies and localities have to foster agricultural restructuring in a comprehensive and substantive manner, while building new-style rural areas, developing cooperative economy and adapting to climate change. They must also tighten control over the quality of livestock breeds and farming materials and strictly punish people using banned substances in breeding. Actions should also be taken to revive offshore fishing, aquaculture and seafood sale in the provinces suffering from the recent mass fish deaths.
The MARD, the MoIT, the Ministry of Health and other authorised parties are told to strongly step up inspection of food safety and communications to raise public awareness of the issue. The provincial People’s Committees must steer the examination of food safety in their localities and stringently handle irresponsible officials and public servants. The Ministry of Natural Resources and Environment, relevant agencies and the provincial administrations are required to examine waste releasing sources along with river and marine pollution, while strictly handling environment-related violations. The ministry must align existing regulations and standards on the environment with the reality and the spirit of the International Conference on Climate Change.
In the resolution, the Government also gives directions for other problems such as the sale of the State shares at State-owned enterprises, the coordination in law enforcement at sea, stabilising milk prices, and land transport fees.-VNA
