Government assigns tasks for ministries, localities

Hanoi (VNA) – The Government has issuedResolution No. 138/NQ-CP following the conference with local administrationsand the regular Cabinet meeting in December 2017.

The resolution defined the theme of 2018 as “rule adherence, integrity, action,innovation, efficiency”, and called for joint efforts to build an effective andpure administrative system, and fulfill socio-economic development tasks andthe State budget estimate in 2018 and for 2016-2020.

Ministries, agencies and localities were asked to make thorough preparationsfor Tet (Lunar New Year), with attention paid to localities affected by naturaldisasters, those in difficult circumstances and ethnic minority-inhabitedareas.

Ministries and ministerial-level agencies should take the initiative in handlingpetitions of localities, the resolution said. Meanwhile, the Prime Minister’sOffice was tasked with supervising the work.
Localities were required to continue improvebusiness environment, productivity and competitiveness of every sector andareas towards the goal of getting the country into the top 4 of ASEAN in termsof competitiveness and business environment.

The government asked ministries and ministerial-levelagencies to build plans for the revision and making of legal documents,requiring that ministers and heads of agencies to take direct charge of thework in order to timely remove shortcomings of existing laws and regulationsrelated to land, construction, housing, investment, business and social welfarepolicies.

Local administration were urged to improve dialogueswith people and the reception and processing of petitions on problems arisingin the implementation of mechanisms, policies and laws, in order to timelyreport to relevant ministries and agencies for settlement.

The resolution urged pushing forward with theone-stop-shop model in handling administrative procedures, cutting meetings andredundant documents and reports, while continuing to simplify proceduresrelated to business inspections and conditions, and reduce costs forenterprises.

Ministries, centrally-run agencies and localadministrations were required to focus on completing legal framework andmechanisms for the application of information technology and building ofe-government towards the goal of all units of ministries, centrally-runagencies and provincial People’s Committee working online by the end of2018.-VNA
