Hanoi (VNA) – The Governmenthas issued a programme on practising thrift and fighting wastefulness in 2019,with one of the measures requiring cutting 10 percent of regular budget spending.

The programme emphasizes tighteningfiscal-budgetary discipline and strictly following the budget estimatesapproved by the National Assembly.

The Government also orders anend to the organisation of ceremonies for ground-breaking, launch ofconstruction and completion of infrastructure projects, except for those ofnational importance or of great significance to a locality.

The state budget will shift itssupport from public administrative agencies to the poor and beneficiaries ofsocial policies who use essential public services.

The number of non-businesspublic agencies will be reduced by at least 2.5 percent this year compared to 2015,towards the goal of cutting the number of such agencies by a minimum 10 percentin 2021 compared to 2015, thus reducing the state budget’s direct spending onthose agencies by an average 10 percent compared to the 2011-2015 period.

The mobilization of investmentfrom all sources in education and healthcare will be intensified, while budgetspending in those fields will focus on disadvantaged areas.

Administrations at all levelsand sectors are required to effectively implement the project on restructuringpublic investment. Only projects deemed to be effective and suitable with thecapacity of arranging capital should be licensed.

Regarding the management and useof public property, the government instructs the synchronous implementation ofthe 2017 Law on Management and Use of Public Assets along with documents guidingthe law enforcement.

The government also requirestightening the management of investment in building administrative centres inlocalities.-VNA
