Advancements in science andtechnology will help with the restructuring of the agriculture sector,according to the resolution. The sector must also enhance productquality and competitiveness, while ensuring food security andsustainable development.
The Government also made other superiorvalue-adding industries like tourism, finance and telecommunicationspriorities in the national development programme.
More State-ownenterprises would be restructured. The Government aims to adapt themaccording to the principles of the market economy. But preferentialpolicies would also be created to stimulate private growth.
Specialpolicies and mechanisms will also be established to level the playingfield between large State-owned enterprises and small-to-medium-sizedenterprises. Firms will also be encouraged to pour more capital intoresearch and development.
Ministries, sectors, cities andprovinces were ordered to take steps to improve their investment andbusiness environments, and resolve any impediments in the implementationof administrative procedures.
