Hanoi (VNA) – Hanoi sets a goal of having more150,000 businesses between 2021 and 2025 as part of a recently-launched localemulation campaign.
The campaign, which aims to set the scene for the city’senterprises to integrate internationally and develop over the next five years,will call for agencies and businesses in the city to encourage production,start-ups and innovation, and promote patriotism and corporate responsibilityamong them.
In March, Hanoi also announced its target of having 900businesses in supporting industries this year, 300 eligible to join globalproduction networks of multinational groups in Vietnam.
Last December, the capital city approved a small- andmedium-sized enterprises (SMEs) support project, which will offer assistance tolocal SMEs and help those converted from business households play a part insectoral linkages and supply chains from 2021 – 2025.
The project sets for the local SMEs to create about 1.5million new jobs and to make up more than 25 percent of Hanoi’s total exports,over 40 percent of the city’s Gross Regional Domestic Products (GRDP) and 30percent of the local budget.
It is expected to benefit at least 500 SMEs inmanufacturing and processing in the areas of information technology,electronics, mechanics, hi-tech, food and agricultural preservation andprocessing.
Meanwhile, Hanoi has compiled a plan on attracting between 30 and 40 billion USD worth of foreign direct investment (FDI) during the 2021-2025 period.
Deputy Director of the municipal Department of Planning and Investment Vu Duy Tuan said at a recent working session that during the 2016-2020 period, the city attracted 3,113 foreign-funded projects worth 26.5 billion USD, 4.2 times higher than the capital recorded in the previous five-year period.
To date, of 33 key projects, 11 have been completed in line with plans, 15 are under construction, and 12 are about to begin.
Meanwhile, as of March 31, there were 2,907 projects worth 1.65 quadrillion VND (71.52 billion USD) not funded by the local budget. Of these, 967 have been completed and 182 had stopped or had their licences revoked.
At the meeting, Chairman of the municipal People’s Committee Chu Ngoc Anh asked the department to follow the city’s goals and working programmes to actively issue related plans or make proposals to local authorities.
He ordered the department to quickly review the local list of key projects and suggest new ones for the 2021-2025 period, adding that the proposed projects ought to be helpful in boosting the city’s socio-economic growth and also prove feasible.
Anh also requested smooth and close coordination between the department and relevant sectors and localities.
In 2021, the capital city is planning to start construction of 43 industrial clusters in 2021, which were set up during the 2018-2020 period.
Accordingly, the municipal People’s Committee will begin construction of one industrial cluster in Quarter 1, 23 in Quarter 2, 13 in Quarter 3, and six in Quarter 4.
Hanoi is striving to complete technical infrastructure for at least 20 industrial clusters, while attracting investment into 10-15 clusters.
All of the operating industrial clusters will have synchronous technical infrastructure, which will be managed in line with the current regulations. Furthermore, all of the newly-built industrial parks will have standardised sewage treatment stations.
Besides pushing technical infrastructure development, the city will create favourable conditions for investors to shorten investment procedures.
Hanoi has already developed mechanisms to support businesses who land investment in the industrial clusters, and issued regulations on service prices at the clusters.
Due attention will be paid to investment promotion, aiming to reach full occupancy at these industrial clusters. Competent authorities will work to improve its management over the clusters, and keep close watch on land use and illegal construction at the sites.
The city will also tighten the examination of the establishment of new industrial clusters in accordance with existing regulations./.
