Lai Chau ensures smooth operations under new two-tier local government model

Lai Chau (VNA)🃏 – Deputy Minister of Justice Nguyen Thanh Tu led a working group to inspect the pilot rollout and preparations for the two-tier local government model in the northern mountainous province of Lai Chau from June 27–28.
The delegation, established under Politburo Decision No. 2106, was joined by representatives from the Party Central Committee’s Organisation and Inspection Commissions, along with officials from several departments under the Ministry of Justice.
They visited Pu Sam Cap, Ta Leng, Nam Tam, and Khun Ha communes and Doan Ket ward to assess the trial implementation on the ground.
At each site, local authorities reported on their readiness, including facilities, office space, transport, equipment, and other essential conditions to ensure smooth, effective, and uninterrupted operations as the model will officially launch on July 1.
The trial run has enabled localities to proactively resolve infrastructure and equipment issues, ensuring that administrative services for citizens and businesses continue without disruption.
Nonetheless, challenges remain to fully meet operational requirements, including limited office space, insufficient equipment, and unstable internet connectivity.
Speaking after the inspection, Deputy Minister Tu commended local authorities for their efforts in arranging procedures and supporting residents during the transition. He also recognised the proactive, coordinated preparation across communes and wards in terms of organisational structure, infrastructure, personnel, and digital readiness for the two-tier model.
The delegation also acknowledged local feedback and will compile a report to submit to central authorities for consideration and further action shortly./.
According to the steering committee’s report, a total of 7,064 local households require support, comprising 5,831 in need of new construction and 1,233 repairs, with an estimated total cost of nearly 387 billion VND (approximately 14.9 million USD).
The northern mountainous province of Lai Chau aims to have six out of its eight districts largely complete the elimination of makeshift and dilapidated housing by mid-year, ahead of schedule.
