Measures sought to raise efficiency of competitiveness improvement

Hanoi (VNA) – Deputy Prime Minister Vu Duc Dam chaired ameeting on December 12 in Hanoi to review five years of implementing Resolution19 regarding the enhancement of the business environment and nationalcompetitiveness, as well as measures to boost its efficiency in 2019.

He said that next year, the resolution will focus on four major tasks,including simplifying regulations related to business conditions, reforming professionalmanagement and examination and fostering links with the national public serviceportal.

The resolution also aims to promote e-payment and online public services,and form an eco-system for innovation, said the Deputy PM, who is also head ofthe National Council on sustainable development and competitivenessimprovement.

He stressed the need for ministries and sectors to clarify theirguidelines to localities.

“It is necessary to increase the responsibility and activeness ofministries and sectors in implementing the resolution,” he underlined.

Dr. Nguyen Dinh Cung, head of the Central Institute forEconomic Management, said that in recent years, especially since 2016, therehave been many indications that the business environment and competitivenesshave improved.

He attributed the results to the direction of theGovernment and the Prime Minister, as well as heads of ministries andlocalities.

Cung noted that in 2018, half of business conditionshave been cut, while the ratio of goods subjected to professional examination hasalso been reduced to 19.4 percent.

Many delegates said the resolution has been supportedby the business community.

However, they said that in the future, it is necessaryto improve matters related to the taxes.

Deputy Minister of Health Truong Quoc Cuong stressedthe need for local departments to give more advice on how to improvelocalities’ indexes on business and environment and competitiveness.

Meanwhile, Deputy Governor of the State Bank ofVietnam Dao Minh Tu said e-payment and the provision of online public services atlevel four should be promoted, explaining it will contribute to fightingcorruption and strengthening openness and transparency as well as reducing timeand cost for businesses and people.-VNA
