Hanoi (VNA) – The 14th🌳 National Assembly (NA) approved the Law on Property Auction on November 17 afternoon, part of its ongoing s𒅌econd session in Hanoi.
The law, ratified by 84.41 percent of the NA deputies, consists of eight chapters with 81 articles.
It stipulates principles, process and procedures for property auction; auctioneers and auction organisers; auction remuneration and expenses; violation settlement, auction result cancellation, and damage compensation; and state management of property auction.
The law is going to come into force on July 1, 2017. However, clause 4 of Article 80 of this law will take effect on January 1, 2017. This clause allows auction organisers to collect auction service fees as in accordance with existing legal regulations until the law becomes effective.
At the afternoon plenum, deputies also scrutinised a draft law on revisions and supplements to the list of conditional business lines in the Law on Investment.
They agreed on the need to have this law as it is intended to remove some business lines that do not necessarily require certain conditions.
Many legislators did not support merging the conditional business lines of HIV testing services, assisted reproduction services, testing services on microorganism causing infectious diseases, vaccination services, services of drug detoxification by substitute medication, and cosmetic surgery services with medical examination and treatment services.
Deputy Nguyen Van Canh of Binh Dinh province said the drafting board should think carefully whether or not those lines have the same business conditions. If not, when they are combined into one, some people or companies who are doing certain services will have to work to meet the conditions of other business activities that they are not involved in.
Vu Thi Nguyet, a deputy of Hung Yen province, said those business lines should not be merged since they are not corresponding to the definitions of medical examination and treatment specified in the Law on Medical Examination and Treatment.
At the plenary session, many deputies also asked for the tissue bank services and surrogacy technique providing services to remain as conditional business lines.
They said the law on donation, removal and transplantation of human tissues and organs and donation and recovery of cadavers does not prohibit the tissue bank services, which in fact have preserved tissues for future use.
Meanwhile, the law on marriage and family only bans commercial surrogacy, not surrogacy for humanitarian purposes. As surrogacy needs assisted techniques and people have to pay money for that service, surrogacy technique providing services should remain a conditional business line, deputies noted.-VNA
