Hanoi (VNS/VNA) - The Government has issued new regulations regardingindustrial clusters, to eliminate overlaps and foster transparency inmanagement and development.

Decree No 32/2024/ND-CP dated March 15, 2024, outlines several favourablepolicies and support measures for the development of industrial clusters.

It provides investment incentives for industrial clusters located in areasfacing challenging socio-economic conditions and considers the construction oftechnical infrastructure for industrial clusters as a specialised industryeligible for investment incentives.

The decree also stipulates that local budgets allocate resources to supportinvestment and the development of technical infrastructure both within andoutside industrial clusters in the region. Priority will be given to investingin environmental protection infrastructure for operational industrial clusters.

Support will be extended to essential shared technical infrastructure projectsin areas experiencing difficult or extremely challenging socio-economicconditions, as well as to industrial clusters focusing on sectoral integration,specialisation, support services, ecology, and the preservation of traditionalvocations.

The State will support up to 30% of the total investment capital required fortechnical infrastructure construction in industrial clusters. Provincial-levelPeople's Committees will report decisions or decisions based on their authorityand legal provisions to the corresponding People's Councils regarding supportfor technical infrastructure construction in industrial clusters within theirjurisdictions.

The central budget will secure funding for activities related to industrialcluster development conducted by the Ministry of Industry and Trade. Thisincludes activities such as conducting investigations, establishing andmaintaining databases for industrial clusters, organising conferences andseminars, and coordinating investment promotion efforts for industrialclusters. Additionally, research will be carried out to develop criteria foridentifying effective models of industrial cluster development and environmentalprotection.

The local budget will ensure funding for industrial cluster developmentactivities undertaken by local authorities. This includes organising investmentpromotion activities for industrial clusters, conducting surveys oforganisations and individuals interested in relocating or investing inindustrial clusters, evaluating proposals for establishing or expandingindustrial clusters, and providing support funds for setting up investmentprojects. It also covers transportation costs and the installation of machineryand equipment for enterprises, co-operatives, and households in craft villagesand residential areas relocated into industrial clusters./.
