Newly-passed laws, ordinances, resolutions announced

The State President’s Office announced 11 laws, an ordinance and a resolution which were passed at the 9th session of the 13th National Assembly at a press conference held in Hanoi on July 17.

The new laws are the Law on Veterinary, Law on Military Service, Lawon the Vietnam Fatherland Front, Law on Sea and Island Natural Resourcesand Environment, Law on Local Government Organisation, Law onGovernment Organisation, Law on Election of National Assembly Deputiesand Local People’s Council Members, Law on Promulgating Normative LegalDocuments, Law on State Budget, Law on Labour Safety and Hygiene and Lawon State Audit.

The Law on Veterinary, which willtake effect on July 1 next year, includes seven chapters and 116articles stipulating veterinary activities such as animal and animalproduct quarantine, animal diseases and veterinary hygiene inspection.

The revised Law on Military Service stipulates24-month military service terms of non-commissioned officers andsoldiers in peacetime. With 9 chapters and 62 articles, the law willcome into force on January 1, 2016.

With 8 chaptersand 41 articles, the 2015 Law on the Vietnam Fatherland Front (VFF)replaces the 1999 version, specifying relations between the VFF andother agencies, organisations and people and taking effect on January 1,2016. The law designates November 18 every year the traditional day ofthe VFF and the National Unity Festival Day.

Takingeffect on July 1, 2016, the Law on Sea and Island Natural Resources andEnvironment encompasses 10 chapters and 81 articles and featuresprinciples of effective management and utilization of sea and islandnatural resources.

The Law on Local GovernmentOrganisation, to take effect on January 1 next year, will replace the2003 Law on the Organisation of People’s Councils and People’scommittees which is to expire on January 2016.

Meanwhile, the Law on Government Organisation will replace the 2001 version as from January 1 next year.

A new point in the Law on Election of National Assembly Deputies andLocal People’s Council Members is to ensure at least 18 percent of thecandidates are ethnic minority people and at least 35 percent are women.The law will be enforced from September 1 this year.

The 2015 Law on State Budget includes seven chapters and 77 articlesstipulating State budget expenses. It will come into force in the 2017fiscal year.

Covering seven chapters and 93articles, the Law on Labour Hygiene and Safety features measures tomanage technical incidents, occupational accidents and diseases whileensuring labour safety and hygiene. Enforcement will begin on July 1,2016.

The Law on State Audit stipulates audits mustnot be conducted for longer than 60 days to help the National Assembly,Government, relevant agencies and organisations manage and utilizepublic property and implement their tasks and authorities. Reports ofthe State Audit Agency will become binding for target organisationsafter they are made public. The law will take effect on January 1, 2016.

At the press conference, the State President’sOffice also announced the Ordinance on Environmental Police and theResolution on lump-sum social insurance payments for workers.-VNA
