Public administration reform requested to speed up

Prime Minister Nguyen Tan Dung has issued a directive asking all ministries, sectors and localities to boost the implementation of the Public Administration Reform (PAR) Master Program for 2011-2020, including the publicity of the PAR Index and an establishment of an e-public administration network.

The Heads of Stateadministration agencies at all levels are required to takeresponsibility for ensuring the effective implementation of the programas well as clarifying the gained results.

Annual results fromministries and relevant agencies, Governmental agencies and the People’sCommittees at all levels will serve as an important foundation toevaluate the performance, leadership and management capacity as well asresponsibilities of their heads.

The Prime Minister has alsoassigned the Ministry of Home Affairs to publicise the PAR Indexrecorded from ministries and relevant agencies, Governmental agenciesand the People’s Committees at all levels in 2012 within the thirdquarter this year. Regular publicity of the PAR Index will be requiredto come out in the second quarter every year afterwards.

Accordingly, the Ministry of Home Affairs will report to theGovernment’s meeting in September this year about results of a masterreview on positions, functions, missions, rights, organisationalstructure and permanent employment of agencies and organisations fromcentral to grassroots levels by December 31, 2012 along with analysis,comparison and evaluation on the changes made since 2001 andrecommendations on solutions to the arising problems.

In thedirective, the Prime Minister has also asked for the simplification andtransparency in administrative procedures at all sectors and fieldsfollowing the Government’s regulations.

He also called for theeffective implementation of the one-door policies to ease the burden onpeople when dealing with administrative procedures.

TheGovernment Office was asked to quickly connect with e-portals ofministries and relevant agencies, Governmental agencies and the People’sCommittees at all levels to work out an online public administrationnetwork, together with a network to manage database, templates andreports to serve the Government and the Prime Minister. The networks arerequired to be completed within the fourth quarter of this year.-VNA
