Quang Ninh (VNA) - The northeastern province of Quang Ninh is emerging as a model for administrative reform and investment attraction, particularly in terms of foreign direct investment (FDI).

In July, the province granted investment certificates to Foxconn Group's two major projects with a total investment of over 551 million USD, raising Quang Ninh’s total FDI for the first seven months of 2024 to 1.56 billion USD, positioning it as the second-largest FDI recipient nationwide.

This success is attributed to continuous administrative reforms aimed at creating an administration in service of people and businesses for common development.

Nguyen Hai Van, Director of the Quang Ninh Public Administrative Service Centre, highlighted that the province is currently managing 1,759 administrative procedures. Of these, 1,314 are processed through the service centre, while all district- and commune-level procedures are handled at local administrative service centers and one-stop shops.

The centre has been instrumental in implementing Government Project 06, which includes moving towards online public services without paper documentation, developing electronic forms, and integrating VNeID account data into administrative procedures. Additionally, it has launched a “Conditional Business Connections” section, offering information on “conditional business licensing procedures” and providing guidance on using online services via the provincial service portal.

So far, the center has received nearly 90,000 administrative records and processed 99.8% of them. All administrative fees and charges are now paid online. The province has also digitised 100% of qualifying records through the “5-step electronic process” and offers completely-online services for all eligible procedures.

In 2023, the province maintained its top position in the Provincial Competitiveness Index (PCI) for the seventh consecutive year, and the Public Administration Reform Index (PAR Index) for the sixth year, and the Service Index for Administrative Procedures (SIPAS) for the fifth year in a row. The province was named in the top five provinces and cities nationwide for economic management quality for the past 11 consecutive years.

In the remaining months of 2024, Quang Ninh will continue comprehensive, practical and extensive digital transformation in handling administrative processes, focusing on simplification of procedures following the “5-step electronic process”.

The province aims to integrate 100% of qualifying procedures for completely online services on the National Public Service Portal and to introduce 53 essential public service models.

Quang Ninh remains committed to improving service quality and citizen satisfaction by publicising performance evaluations.
