Rural areas to become attractive startup environment

Hanoi (VNA) - After more than 13 years of implementing Resolution 26-NQ/TW on agriculture, farmers and rural areas, the agricultural growth rate has reached 2.94% per year and the quality of growth has also increasingly been improving.

♑ “Vietnamese agricultural products must be ordered but not wait to be rescued. The countryside must become an environment for young people to start a business in the agricultural economy, as well as a sustainable environment with maintained security and order, and improved cultural and spiritual life,” said Vo Van Thuong, member of the Politburo and permanent member of the Secretariat of the Party Central Committee, at a national conference on January 19 to collect feedback on a report reviewing the implementation of the Resolution.

Thuong affirmed that Resolution 26-NQ/TW met the people’s expectations, was highly feasible, and inspired the entire political system. The leadership, direction and organization of the methodical implementation of the Resolution by the Party Central Committee, the Politburo, and State agencies have prompted the Party committees, Party organizations, ministries and central agencies to create a strong shift from awareness to action, achieving great attainments in the field of agriculture, rural areas, and farmers. At the conference, Tran Tuan Anh, who is a member of the Politburo, head of the Central Party Committee’s Economic Commission and head of the Steering Committee for reviewing the Resolution implementation, said that Vietnam has made great and comprehensive achievements in the development of agriculture, farmers and rural areas. The average export turnover of agricultural, forestry and fishery products grew 8.17% per year, with Vietnam continuously enjoying a trade surplus. Vietnamese agricultural products are now present in 196 countries and territories, making Vietnam one of the agricultural powerhouses.
On that basis, the national target programme on building new-style rural areas fulfilled all of its set targets a year and a half ahead of schedule with great, comprehensive and historical achievements. As a result, the average per capita income in rural areas increased faster than in urban areas. The multidimensional poverty rate has decreased rapidly, down about 1.5% per year on average. In particular, the landscape and environment have been improving day by day, with the appearance of more and more green, clean, beautiful villages and communes.

However, the policy toward ecological agriculture, modern rural areas and civilized farmers set by the 13th National Party Congress requires more strong guidelines, policies and solutions. Thuong affirmed that it is the right time to summarise the implementation of Resolution 26-NQ/TW and issue a new Resolution of the Party Central Committee on agriculture, farmers and rural areas.

Regarding the views, goals and solutions of the new Resolution, he emphasised the need to continue to affirm that agriculture, farmers and rural areas are an issue with strategic role and significance for a new stage of development of the country. Solving these issues well is an important prerequisite for Vietnam to achieve the goals set for 2030, with a vision to 2045, by the 13th National Party Congress. According to Thuong, it will soon be necessary to raise awareness of the Party committees, Party organizations, ministries and agencies on the position, role and strategic significance of agriculture, farmers, and rural areas. In addition, the goals and solutions of the new Resolution must be clear, coherent and feasible, creating a strong change in this field. He also noted several issues that are drawing special social attention, such as land-related institutions serving agricultural development and attracting investment to agriculture, farmers and rural areas.
He urged the participants at the conference to continue studying and contributing ideas to the report summarising the implementation of the Resolution so that the Steering Committee can complete it for the Politburo’s comments before submitting it to the Party Central Committee./.
