Special mechanisms for Da Nang, Nghe An under NA’s consideration

A proposal and a verification report on the National Assembly’s draft resolution on several special mechanisms and policies for the development of the central city of Da Nang came under scrutiny at the ongoing seventh sitting of the 15th legislature on May 31.

Hanoi (VNA) – A proposal and a verification report on the National Assembly’s draft resolution on several special mechanisms and policies for the development of the central city of Da Nang came under scrutiny at the ongoing seventh sitting of the 15th legislature on May 31.

Minister of Planning and Investment Nguyen Chi Dung, who presented the proposal on the draft resolution on several special mechanisms and policies for Da Nang, highlighted that the draft resolution aims at creating an effective legal framework for the city to capitalise on its potential and advantages, make breakthroughs and remove roadblocks in the local socio-economic development.

The document contains 30 policies designed specifically for Da Nang, covering investment management, finance-state budget, attraction of strategic investors, establishment of a free-trade area, semiconductor and AI, communications, science and technology management, innovation, and wage and income.

One of the policies deals with the development of Lien Chieu Port, aiming to create favourable conditions for the city to carry out logistics infrastructure projects for the development of the port in the context of the city calling for strategic investors to turn Lien Chieu into an international port and Da Nang a global cargo transit hub.

Chairman of the NA’s Finance-Budget Committee Le Quang Manh, who represented the assessment agency, said the draft resolution has ensured the political and legal foundations for the proposed policies. He also presented issues that need to be further specify in the draft resolution.

The same day, the NA also scrutinised a draft resolution on piloting some supplementary special mechanisms and policies for the fast and sustainable development of the central province of Nghe An by 2030 with a vision to 2045.

The document features 14 policies covering finance-state budget, investment, urban area and forest resources management, and organisation of local apparatus./.
