Hanoi (VNA) - Project owners and management boards under the Ministry of Transport are working closely with contractors to accelerate prog🌌ress and boost disbursement of the ♓2024 public investment budget.
Strong push to meet disbursement targets
The Ministry of Transport aims to disburse at least 95% of the public investment capital allocated by the Prime Minister.
According to the Planning and Investment Department, by the end of November, the Ministry had disbursed around 52.75 trillion VND out of 75.48 trillion VND —about 70% of the plan—well above the national average of 60.4%.
This reflects proactive efforts by project management boards and contractors to increase construction output and corresponding disbursement.
Several boards have exceeded the Ministry’s average rate, including Project Management Board 6 (88%), My Thuan (77%), Ho Chi Minh Road (82%), Board 7 (73%), Thang Long (71%), Maritime (89%), and Board 2 (nearly 70%).
In 2024, North–South Expressway components have disbursed 28.97 trillion VND out of 36.23 trillion VND —about 79% of the plan. Sections with notable progress include Bai Vot–Ham Nghi, Vung Ang–Bung, Bung–Van Ninh, Chi Thanh–Van Phong, and Van Phong–Nha Trang.
Le Thang, Director of Project Management Board 2, said the board has disbursed nearly 75% of the more than 8 trillion VND allocated.
“The Quang Ngai–Hoai Nhon Expressway makes up half of our capital plan and is progressing well, with monthly output reaching 500 billion VND. We’re also expediting ground-breaking for the Cho Moi–Bac Kan Expressway, expected early January, to help meet our disbursement goal,” Thang said.

The Thang Long Project Management Board has disbursed 4.69 trillion VND out of 6.6 trillion VND (71%) and aims to reach 95%—6.27 trillion VND —by January 30, 2025.
According to the Thang Long Management Board, the Ham Nghi–Vung Ang section has disbursed over 2.35 trillion VND out of 2.7 trillion VND —86.5% of the annual plan. Some 650 pieces of equipment and more than 800 key workers are on-site, generating 450 billion VND in monthly output.
The Can Tho–Ca Mau Expressway has disbursed 5.75 trillion VND out of 6.35 trillion VND (91%), with monthly output exceeding 600 billion VND.
“At the site, 235 construction teams, 910 machines, and nearly 3,000 workers are working nonstop. We’re confident we’ll disburse the entire 2024 budget,” said Le Viet Tuan, Deputy Director of the My Thuan Management Board.

Speeding up construction and payments
To maximize disbursement, the Thang Long Management Board is closely following a monthly plan, expediting internal reviews and contractor payments. It’s also working with contractors to remove documentation and payment bottlenecks.
Management Board 2 has pushed contractors to accelerate key items on the Quang Ngai–Hoai Nhon Expressway—bridges, tunnels, and roadbeds—and instructed lead contractors to replace or reassign underperforming subcontractors. The board is also helping parties complete documentation for acceptance and payment.
The Planning and Investment Department has directed project owners to assign clear leadership for close supervision, conduct weekly progress reviews, and resolve obstacles quickly.
Contractors are also urged to speed up construction, verify completed work for payment, reallocate workloads as needed, and quickly appraise and approve eligible contract annexes.
The Ministry of Transport noted that floods have delayed some projects and called on local authorities to address issues related to site clearance and material supply to support 24/7 operations and ensure disbursement goals are met./.
According to the resolution, the construction of a modern and harmonious railway aims to meet the transport demand between Vietnam and China.
