Geneva (VNA) – Ambassador Duong Chi Dung, head of the Vietnam’s PermanentMission to the United Nations, chaired the second plenary session in Geneva,Switzerland on June 28 discussing effective international arrangements toassure non-nuclear-weapon States against the use or threat of use of nuclearweapon – Negative Security Assurances (NSAs).
Itwas one of the four agendas at the Conference on Disarmament 2019 chaired byVietnam.
Asa guest of honour, Federal Minister forEurope, Integration and Foreign Affairs of Austria AlexanderSchallenberg said technological advances have posed new challenges tointernational security environment. He called on countries to promote disarmamentand weapon control mechanisms, respect international law, ensure peace andsecurity in the region and the world.
GermanAmbassador Peter Andreas Beerwerth, Chinese Ambassador Li Song and SeniorAdvisor of the GenevaCentre for Security Policy Marc Finaud underlinedthe importance of NSAs in disarmament and nuclear non-proliferation mechanisms.
Theyaffirmed that the principle of not being the first country to use nuclearweapons is an important factor in NSAs and urged countries with nuclear weaponsto make unconditional commitment to not using or threatening nuclear attacksagainst non-nuclear-weapon countries.
AmbassadorDung said NSAs play an important role in ensuring the effective implementationof regional agreements, including the Southeast Asian Nuclear-Weapon-Free ZoneTreaty.
Participantshoped that an international legally-binding agreement on disarmament andnuclear non-proliferation will soon be reached.-VNA
