The MoU is hoped tofacilitate the child adoption as well as promote the best interests offoster children and guarantee their social welfare.
The MoU states the Article 17 of The Hague Adoption Convention saying achild should be entrusted to prospective adoptive parents if the CentralAuthorities of both States have agreed on the adoption and ensured thechild will be authorised to enter and reside permanently in thereceiving State.
According to the MoU, nocompensation relevant to Vietnam and Malta’s intercountry adoption oughtto be paid, except money allowed in The Hague convention, therespective countries’ law, and agreements previously reached by the twonations’ Central Authorities.
