Hanoi (VNA) – Minister and Chairman of the GovernmentOffice Mai Tien Dung had a working session with a delegation of Russian expertsand firms in Hanoi on February 18 to discuss building e-government and ensuringthe safety of cyber information.
The delegation, led by Russian Deputy Minister of DigitalDevelopment, Communications and Mass Media M.Mamonov, is on a working visit toVietnam from February 18-20.
Dung said during talks with Russian Prime Minister Medvedevin November 2018, Vietnamese PM Nguyen Xuan Phuc expressed wishes to boosteconomic, trade, and investment ties with Russia, with a focus on trafficinfrastructure and the Fourth Industrial Revolution.
During a visit to Russia later in December 2018, Minister Dungand the Russian Minister of Digital Development, Communications, and Mass Mediasigned a memorandum of understanding on cooperation in building e-government.
According to Minister Dung, the Vietnamese Prime Ministerestablished the National Committee on E-Government and assigned the GovernmentOffice to work with the Ministry of Information and Communications, ministries,agencies, and localities to build a resolution on several tasks and measures todevelop e-government for the 2019-2020 period with orientations to 2025.
Accordingly, Vietnam will focus on the four pillars of humanresources, regulations, technology, and resources. From 2019-2020, the countrywill launch platforms on data sharing, as well as put into operation thenational public services portal towards building smart urban areas.
The Vietnamese Government pays special attention toimproving cyber attack prevention and tapping Vietnamese firms’ capacity in thefield, he said.
Mamonov, for his part, spoke highly of Vietnam’s goal ofboasting a high e-government development index. He said Russia wants tocooperate with Vietnam in personnel training in information technology andcyber security.
Ngo Hai Phan, deputy head of the Government Office’sAdministrative Procedure Control Agency, said Vietnam ranked 88th out of the 193countries and territories in terms of 2018 e-government development index bythe United Nations. Of which, it was placed 59th out of 193 on the publicservices index, 100th out of 193 in telecommunications infrastructure, and 120thout of 193 in human resources.
Between 2019 and 2025, Vietnam looks towards improving the operationefficiency of state administrative apparatus and services quality forbusinesses and people, increasing the UN’s e-government rankings by 10-15places by 2020, and being listed in the top four ASEAN countries in therankings, he said.
At the session, the Russian delegation introduced the strengthsof a national platform in processing dispersed data.
The delegation will divide into three working groups todiscuss with Vietnamese partners in fields of shared concern. –VNA
