Vietnam works to create safe, healthy environment for children

Hanoi (VNA) - Prime Minister Nguyen Xuan Phuc has approved a targetprogramme on developing a social support system for the 2016-20 period.

The programme is to create a safe, friendly and healthy living environmentfor kids and reduce the increase in the number of abused children.

Some 10.2 trillion VND (456.2 million USD) will be funded for four projects: developinga social support system for vulnerable people, children protection system,implementation of national gender equality targets, and a system of supportservices for drug addicts, sex workers and victims of trafficking.

This programme aims to develop and improve the quality of social assistanceservices for the vulnerable in the direction of international integration andcreate a safe, friendly and healthy living environment for children, reducingthe gender gap in areas, sectors, regions and localities that are witnessinggender inequality or are at high risk of gender inequality.

It also includes improving the quality and effectiveness of drug detoxificationprogrammes, raising public awareness of preventing prostitution and supportingtrafficking victims back home to maintain social security and order towards thegoals of justice and sustainable socio-economic development.

The programme also strives to raise the rate of non-public social services by2020 to 55 percent; improve professional qualification and skills training for30 percent of cadres, civil servants, employees and social collaborators; and reducethe rate of increase in the number of abused children. As many as 80 percent ofchildren in special circumstances will receive support and care to recover andintegrate into the community and have opportunities for development.

It plans to support and intervene 90 percent of children at high risk of harmor those who are harmed; and 90 percent of children in special circumstancesthat are managed and monitored.

At least 70 percent of female deputies of the 14th NationalAssembly, people’s councils at all levels of the 2016-21 period, femalemanagers and leaders will be equipped with knowledge about gender equality,management skills, leadership and soft skills.

According to the programme, 50 percent of violence victims will have access tosupport services, 50 percent of those who commit acts of violence or are atrisk of violence will be identified and counseled, and 90 percent of drugaddicts will be taken into compulsory rehabilitation establishments.

As many as 90 percent of communes and wards will be provided information aboutthe prevention and fight against prostitution and 90 percent of traffickingvictims will be identified, counseled, supported and cared for.-VNA
