Vietnamese intellectuals in Luxembourg share experience in building int’l financial centre

Luxembourg City (VNA) - As Vietnam strives to establish an international financial centre, the role of overseas Vietnamese intellectuals, especially those in leading financial hubs like Luxembourg, is becoming increasingly important.

With their expertise and deep understanding of global finance, they not only offer strategic insights but can also contribute directly to realising this ambition.

Pham Thi Huong Ly, Master of Accounting and Audit, Financial Reporting Manager at Aztec Luxembourg which specialises in investment fund financial services, shared that drawing from her experience in Luxembourg, Vietnam, and Singapore to establish a successful international financial centre, it is necessary to build a transparent institutional framework that protects investor rights.

According to Ly, investors always seek a stable investment environment where transparency and financial security are top priorities.

In addition, high-quality human resources are also indispensable, she said, stressing that the leadership and staff of the financial centre must be equipped with extensive international knowledge to meet the demands of the global financial market. This not only ensures efficient operations but also creates confidence for investors.

Ly highlighted the importance of a robust legal infrastructure, especially as cybersecurity threats become increasingly severe. She emphasised that a well-structured legal framework must be established, incorporating advanced technologies such as artificial intelligence (AI) and financial technology (FinTech) to mitigate risks from cyberattacks - a concern that Luxembourg is addressing with new regulations expected to be introduced in 2025.

She also emphasised the role of international forums in promoting the image of Vietnam's financial centre, adding that organising conferences and forums will attract the attention of both domestic and international investors, creating opportunities for fostering international collaboration.

Nguyen Doan Hoai Thu, Master of New Technologies in Paris, currently working at the Luxembourg Chamber of Commerce, shared that Luxembourg could become a key strategic partner in helping Vietnam develop its international financial centre in three main aspects, namely financial expertise and technological innovation, support for Vietnam’s financial market development, and serving as a bridge to European investors.
