13th National Party Congress: impressions and belief
Foreign diplomats in Vietnam have provided opinions on Vietnam’s achievements during its period of “Doi moi” (renewal), most notably its economic development, containment of the COVID-19 pandemic, and the forward momentum of the country.

Hanoi (VNA) – Foreign diplomats inVietnam have provided opinions on Vietnam’s achievements during its period of “Doimoi” (renewal), most notably its economic development, containment of the COVID-19pandemic, and the forward momentum of the country.
Lao Ambassador to Vietnam Sengphet Houngboungnuangsaid he was delighted to see Vietnam’s outstanding development in the 75-year buildingof socialism, especially the 35 years of renewal, the 30-year implementation ofthe platform on national construction during the transitional period tosocialism, the five-year realisation of the 12th National PartyCongress’s Resolution and the implementation of the 2016-2020 socio-economicdevelopment plan.
Under the sound leadership of the Communist Party ofVietnam (CPV), the Vietnamese people have gained great, comprehensive, historicachievements, helping to promote the country’s role and prestige in theinternational arena, he said.
Over the past five years, particularly in 2020,given the rapid, unexpected regional and global situation, plus naturaldisasters at home, Vietnam has still succeeded in all spheres thanks to thegreat efforts and high determination of the entire Party, the State and people,he stressed.
The country has been named among the world’s 10economies with the highest growth in 2020, with its average GDP growth maintainedat 5.8 percent over the past five years, the ambassador noted.
It has made marked strides in foreign affairs andinternational integration, he said, highlighting the country’s ASEANChairmanship 2020, AIPA-41 Chairmanship and non-permanent membership of theUnited Nations Security Council for 2020-2021.
Such successes have proven the sound and creativeleadership of the CPV, the diplomat emphasised.

The Lao ambassador’s views were echoed by PalestinianAmbassador Saadi Salama, who is also head of the diplomatic corps, and Chargéd'Affaires of Cuba Irmina Perojo, who said the successes in COVID-19 preventionand control have enabled Vietnam to organise the 13th National PartyCongress, and made diplomats and representatives of international organisationsin Vietnam feel safe.
German Ambassador to Vietnam Guido Hildner affirmedthat with the thorough preparations, the 13th National Party Congresswill be a success.
“The congress will set ambitious goals for thedevelopment of the country,” he said, adding that: “I am confident that Vietnamwill achieve those goals.”
Regarding the bilateral relations, the ambassadorsaid the ties will be enhanced in the time ahead, especially in the economicfield.
Lao Ambassador Sengphet Houngboungnuang also lauded Vietnam’spreparations for the 13th National Party Congress, from documents tothe personnel work.
Meanwhile, British Deputy Ambassador Marcus Winsleysaid he is confident that apart from controlling the COVID-19 pandemic, Vietnamwill help to tackle other major challenges facing the world./.
The 13th National Party Congress will review the 2011-2020 implementation of the Political Platform (supplemented in 2011) and the socio-economic development strategy for 2011-2020, said Associate Professor Nguyen Viet Thong, Secretary General of the Central Theoretical Council.
The second National Party Congress passed a resolution to operate the Party in a public way and renamed it “the Vietnam Workers’ Party”. The event was a new step forward of the Party, which led the whole nation in resistance and national construction.
Nghia affirmed that this is a milestone of special significance, affirming and honouring the the Vietnamese revolutionary press’s glorious tradition of 100 years of serving the revolutionary cause of the Party, serving the Fatherland, and serving the people.
The Party and State of Vietnam always attach great importance to and give top priority to the development of Vietnam–China relations. Vietnam is ready to work with the Chinese Party and State to further deepen the Comprehensive Strategic Cooperative Partnership and promote the building of the Vietnam-China community with a shared future that carries strategic significance.
Under the leadership of President Ho Chi Minh and the CPV, President Cuong said, the press has been a steadfast force on the ideological and cultural front, rallying the masses to pursue national aspirations.
NA Chairman Tran Thanh Man stressed the need to accelerate the application of artificial intelligence and smart teaching equipment, innovate teaching and assessment methods, and further improve the quality of formal education.
He also pledged that the NA will promote its ongoing supervision, making sure that every promise must lead to results, and every commitment must bring about real changes.
Minister of Industry and Trade Nguyen Hong Dien welcomed the proposals put forward by the US side and reiterated Vietnam’s request for consideration of key areas of interest, including reciprocal tariff policies and access for Vietnamese key export products to the US market.
Deputy PM Le Thanh Long proposed countries promote shared values, including building trust, sincerity, and solidarity among nations and peoples; fostering cooperation spirit and responsible behaviour as well as upholding international law and the UN Charter; and placing people at the centre and as the goal, the key player, and the driving force of all policies.
The show, together with a grand parade to be held silmutaneously at Ba Dinh Square in Hanoi, will celebrate the 80th anniversary of the August Revolution, the National Day, and the General Staff of the Vietnam People’s Army (VPA).

Lao Minister of Foreign Affairs Thongsavanh Phomvihane affirmed that the presence of Vietnamese press offices in Laos vividly demonstrates the great friendship, special solidarity, and comprehensive cooperation between the two nations, as the press is not only a means of communication but also an important bridge for spreading consciousness about the history, values, and strategic depth of the Laos – Vietnam relationship to the people of both countries and the international community.
The country is willing to participate in collective efforts to promote cooperation and mobilise resources to advance the current priority issues of developing countries, such as trade, investment, infrastructure connectivity, making the most of scientific and technological advances for development, and people-to-people exchanges, Hang said.
During the negotiations, the US highly evaluated Vietnam’s goodwill and efforts, affirmed its appreciation for the bilateral relationship, acknowledged Vietnam’s proposals and concerns, and considered these an important basis for continuing discussions and moving towards a final agreement.
