Hanoi (VNA)🥃 - The 13th Central Committee of the Communist Party of Vietnam (CPV) wrapped up its two-day meeting in Hanoi on January 24.

In his closing remarks, Party General Secretary To Lam said that the Party Central Committee (PCC) reached high consensus on the summary report of Resolution 18-NQ/TW and the plan to streamline the organisational structure of the political system. The Politburo determined that streamlining the organisational structure of the political system to ensure efficiency, effectiveness, and practical impacts is a revolution. Therefore, the PCC requests ministries, sectors and localities must have a high political determination to implement synchronously all measures based on inheriting the results achieved after seven years of implementing the resolution, especially causes and lessons.

Based on conclusions made at the meeting, Lam urged agencies to urgently institutionalise documents for the arrangement of the Party, the National Assembly, the Vietnam Fatherland Front, and the Government, along with amending, supplementing, and completing legal documents regarding the organisation and operation of agencies and organisations in the political system. The rearrangements must be completed in the first quarter of 2025.

He called for the swift implementation of the project to continue streamlining the organisational structure of local public security forces under the three-tiered model – minitrial, provincial, and commune levels, without the district level.

🎉 He asked for further revision to improve and restructure inspection agencies to ensure they are streamlined, strong, efficient, and effective. The Politburo will consider reviewing reports and make decisions.

The rearranging process must ensure that all activities of agencies and organisations run continuously, without interruption, and do not affect the normal activities of citizens and businesses; it is essential to properly implement policies and regimes for officials and civil servants affected by the restructuring.

Simultaneously, there should be a strong focus on political and ideological work to create consensus in the implementation process, fostering the pioneering and exemplary spirit of officials and Party members, who should be willing to sacrifice personal interests for the common development of the country.

The Party chief asked units to study and propose mechanisms to create jobs for workers who move from the state sector to the private sector to ensure the labour rights of all citizens in the working age.

🃏 Plans should be made to create jobs for young people after they complete their military and police service. Efforts should be made to ensure that all citizens in the working age have jobs and generate material wealth for society.

Synchronous solutions for rapid and sustainable development

The Party chief emphasised that the Party Central Committee unanimously approved proposals to revise the socio-economic development plans for 2025, aiming for a growth rate of at least 8%, with double-digit expansion expected from 2026 to 2030.

Achieving these goals is critical for the country to break free from the middle-income trap, aiming to become a developing country with modern industry and high middle income by 2030, and a developed, high-income country by 2045.

The Party Central Committee has directed Party committees, organizations, local authorities, Vietnam Fatherland Front (VFF) committees, political and social organizations, as well as officials and Party members, to implement synchronous solutions that unlock resources, seize every opportunity, and fully leverage the nation’s potential and strengths for rapid and sustainable development.

The Party chief also called for intensified efforts to accelerate three strategic breakthroughs, with a particular focus on institutional reform, described as the breakthrough of breakthroughs. Effective implementation of key and urgent solutions is essential. These include advancing legal and institutional improvements, creating mechanisms and policies to address wasted resources, optimizing public investment, boosting private investment, attracting selective foreign direct investment (FDI), completing strategic infrastructure, and successfully carrying out the Politburo's Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation.

He emphasised the need for immediate action, ensuring that the public’s “expectations” do not turn into “disappointments.”

The Party leader also urged agencies to proactively deploy comprehensive solutions across the economy, culture, society, and diplomacy to foster fair, balanced, and sustainable trade relations with the US, China, ASEAN, the EU, and other major partners.

Administrations at all levels, sectors and localities must develop concrete and practical action plans to contribute to the country's overall growth objectives. Additionally, the political system must function effectively from the central to the grassroots levels, guided by the principle of work comes first.

The Party Central Committee highly evaluated the Politburo and the Secretariat for their candid and responsible approach to review, self-criticism and criticism. Their open-minded spirit and unity, he stressed, have not only fortified the Party's unity but also bolstered public trust in the Party as Vietnam is set to embark on a new era of development.

Announcing a series of major personnel supplements, he said the committee elected three new members to the Party Central Committee's Inspection Commission, one member to the Politburo and another to the Party Central Committee’s Secretariat; and the new Chairman of the Inspection Commission, with nearly unanimous votes of approval, and agreed to relieve a member of the Party Central Committee from his duties due to violations of the Party's disciplines.

The committee also reached consensus on the Politburo’s proposal on introducing and arranging personnel for agencies following the restructuring of the organisational apparatus.

The strengthening of the Inspection Commission and the addition of members to the Politburo and Secretariat will strengthen the Party's leadership, improve the effectiveness of inspection and supervision, and prepare for the upcoming 14th National Party Congress, he said.

The Party leader asked agencies and localities, based on their functions and tasks, to urgently study and thoroughly understand the contents approved by the committee, and then develop programmes and plans that ensure actions align with words, embodying a determined and resolute spirit.

𒉰 Looking ahead to the 95th founding anniversary of the Party, Lam underscored the importance of ensuring a joyous Lunar New Year for all people. This celebration, he noted, will build momentum toward accomplishing the tasks set for 2025./.
