Hanoi (VNA) - The Information and Communication industry will continue to accelerate the process of national digital transformation on all three pillars, which are digital government, digital economy and digital society. The Ministry of Information and Communications has just issued Directive No. 01/CT-BTTTT on the development orientation of the Information and Communication industry in 2023 and the 2024-2025 period.

Dealing with SIM cards with incorrect information

One of the key tasks for this year is to ensure that all of applications submitted at the “one-stop-shop” department are processed online, with at least half of applications submitted online. By 2025, Vietnam aims to be in the top 50 of national e-government rankings, with 80 percent of applications completed online and 860 million transactions processed through the national database system. The Ministry of Information and Communications will propose the amended Law on Telecommunications to the National Assembly for approval, and encourage the development of data centers, cloud computing, and undersea fiber optic cables owned by Vietnamese enterprises. Mobile telecommunications businesses must address the issue of SIM cards with incorrect information or those without owners’ name, and take further action to reduce spam messages and spam calls. In terms of network information security, agencies and units must prioritize protecting personal data and ensuring data security, while also changing their awareness and practices regarding cybersecurity. Measures must be taken to protect people, particularly children, in the online environment. The focus should shift from the model where only state agencies are responsible for national cybersecurity to the new model where state agencies play the role of coordinating organisations, businesses, and individuals to ensure national cyber safety. By 2025, all network information security products and solutions will be produced by Vietnamese enterprises. Vietnamese firms aim for an annual revenue growth rate of 20 percent. In 2023, Vietnam focuses on innovating solutions and tasks to develop the digital economy and digital society. The government aims to systematize and integrate database for measuring the digital economy and digital society. In 2024-2025, the government aims to develop the digital technology industry with an annual revenue growth rate of 2.5 times the national GDP growth rate.

Improving the engagement with cross-border platforms

The Ministry of Information and Communications has emphasized the significant role of the press in reflecting the essential trends of Vietnamese society. The ministry is also dedicated to creating policies and mechanisms that will allow all levels of authorities to allocate budgets exclusively for the journalism and communication industry to carry out this task. Furthermore, the ministry is committed to engaging more actively with cross-border platforms, asking them to work in compliance with Vietnamese law. In the postal sector, there are plans to assess the quality of public and non-public postal services in 2023. The ministry will also effectively implement a plan to support farming households on e-commerce platforms, promoting the development of the agricultural and rural digital economy. By 2025, the ministry sets to establish an ecosystem of postal services accessible to households and individuals. In particular, it strives to achieve a minimum of 50 postal items per capita, and makes sure that all service points with internet connections will join hands in supporting farming households on e-commerce platforms. Additionally, all of households will have a digital address. The average growth rate of postal and delivery services related to e-commerce is targeted to be at least 30 percent per year./.
