National External Information Service Awards2017 calls for submissions.

Pursuant toRegulations on the National External Information Service Awards2017 (media and publications), the Council for National External InformationService Awards in 2017 calls for submissions from media and publishing agencies,Vietnamese and foreigners.

I. AWARDING CRITERIA:

1. Content:

- The entries must be accurate, persuasive, and influential nationallyand internationally, and appreciated by the public. Submitted works mustcontribute to Vietnam’s external information service, specifically to:

- Promote a positive image of the country, culture, history, and people, aswell as achievements during the process of reform, and portray a nation ofpeace, stability, development, and pro-active international integration.

- Provide vivid information of the domestic reality, the Party’s guidelines,the State’s policies, law, and the Vietnamese stance on regional and internationalissues; reflecting the country’s political stability, development andinternational integration; gaining support from the international community forVietnam and creating favorable conditions for national defense and constructioncause.

- Counter fabricated information and false accusations about Vietnam

- Confirm that Overseas Vietnamese is an inseparable part of the Vietnamesenation and an important resource to help strengthen the cooperation andfriendship between Vietnam and the rest of the world.

- Help the Overseas Vietnamese community and foreigners develop anin-depth understanding of Vietnam, mobilize the support of the Vietnamesecommunity abroad and foreigners to strengthen cooperation and friendshipbetween Vietnam and other countries, ultimately contributing to the sustainabledevelopment of the country.

2. Entry Regulations

2.1. Submissions must be inVietnamese or a foreign language, and must have been broadcast via mass media orpublished in Vietnam or in a foreign country from January 1 to December 31, 2017.

2.2. Works which have already been awarded in other contests are eligible,but must clearly state the award, information about the organizer, and contestdate.

2.3. Submissions must be free fromcopyright dispute since the release date  

2.4. Forms and genres:

Include: news, reportage, personal narrative, commentary, interview, radiobroadcast and television broadcast, online newspaper, photo, and book.

Printed newspaper:

One or a series of news and stories items (no more than five) must be bythe same author or group of authors about the same events or topics. A seriesof unrelated, independent news or stories are not eligible.

If the entry was published in different languages, only one version is eligiblefor submission. Entrants must clarify which language they submitted. 

Entries in foreign languages do not need to be translated into Vietnamese.

Radio broadcast:

Story, interview: one or a series of stories, interviews (no more thanfive with a total duration of no more than 20 minutes) must be by the sameauthor or group of authors about the same events or topics. A series ofunrelated, independent news, stories, or programs are not eligible. Entriesmust have clear sound quality, characters’ voices, noise, and music. Sound usedin the entry must be copyrighted.

Television broadcast:

One or a series of stories (no more than five with a total timeduration of 20 minutes) must be about the same events or topics. A series ofunrelated, independent news, stories, or programs are not eligible. Footage,sound of entries must satisfy quality requirements. Sound used in the entrymust be copyrighted.

Entries produced in foreign languages must be accompanied with Vietnamesesubtitles.

Online newspaper:

One or a series of news and stories items (no more than five) must carrythe characteristics of online newspaper. Entries must be by the same author orgroup of authors about the same event or topic. A series of unrelated,independent news, or stories, are not eligible. Online news entries must becreated initially and exclusively for online newspapers. Entries republishedfrom print newspapers are not eligible.

If the entry was published in different languages, only one version is eligiblefor submission. Entrants must clarify which language they submitted. 

Entries written in foreign languages do not need to be translated intoVietnamese.

Pressphoto:

Include: single, set of photos

Set of photo may be submitted with no more than 10 photos, published in thesame newspaper issue or around the same time period (for online newspapers).Manipulated photos and the use of photo editor applications are not eligible.

Landscapephoto:

Include: single, set of photos.

Set of photo may be submitted with no more than 10 photos, published in thesame newspaper issue or around the same time period (for online newspapers).Manipulated photos and the use of photo editor applications are not eligible.

Book: Book or set of books published in Vietnamese or foreignlanguages related to external information service. If published, released in Vietnam, submission must have permitof an authorized State agency.

3. Submission material guidelines

3.1.Author of entry: must be individual author or group of authors who areVietnamese or foreigners. Each individual author or group of authors is allowedto submit a maximum of 7 works or sets of works.

Members of the final round’s jury board are not allowed to submit theirentries  

3.2. Entry:

Each entry must include:

Author information:  full name, pen name, current title, work place,mobile phone number, email, and address.

A general introduction of entry in Vietnamese languagewhich should include form, genre, the context of the story, and audienceresponse.

For print, online newspaper: entry mustbe submitted in clearly printed copies. If the entry includes several pieces,these must be pasted on A4 with page numbers and attached with 3 photocopies.

For radio broadcast: entry must be copied on compact disc (CD), whose cover is written withthe name of the agency, author, entry, genre, duration and time of broadcast,and a transcript of entry which is certified by the line agency.  

For television broadcast: entry must be copied on digitalvideo disc (DVD) or universal serial bus (USB) whose cover is written with thename of the agency, author, entry, genre, duration and time of broadcast, and detailedrunning-order sheet, certified by line agency.

For press photo: in addition to photo already published on newspaperor magazine, submission must include enlarged photo on photographic paper sized18cm x 24cm (single photo) and 12cm x 18cm (set of photos or photo news).

For landscape photo: in addition to photo already published on newspaperor magazine, submission must include enlarged photo on photographic paper sized18cm x 24cm (single photo) and 12cm x 18cm (set of photos or photo news).

For book: Entry must be the original copy.  If the entry is a translation book, it must besubmitted with a consent paper from the author, the translator and thepublishing house.  

* The organizing board will not return contest entries.

II. PRIZES

The National External Information Service Awards 2017 offersprizes to: print newspaper, radio and television broadcasts, online newspaper, pressphoto, landscape photo, and book. Each category consists of first, second,third and consolation prizes. The number of prizes is decided by the organizingboard.

-  A certificate from the organizing board

-  Cash prize

2.  The consolation prize consists of

-  A certificate from the organizing board

-  Cash prize


III. STANDING AGENCY OF CONTEST

Nhan Dan Newspaper is the Standing Agency of the National External InformationService Awards 2017. The contest is open to media, publishing agencies,ministries, sectors, localities, representative agencies of Vietnam abroad, Vietnam’s friendship organizations,Vietnamese, and foreigners. Contest entries must be submitted prior to March 31, 2018.
