ASEAN accelerates building post-2015 connectivity master plan

The third session of the ASEAN Connectivity Coordinating Committee (ACCC) and relevant meetings took place in Kuala Lumpur, Malaysia, on October 15. Participants discussed measures to speed up the implementation of the Master Plan on ASEAN Connectivity (MPAC) and prepare for the building of the Post-2015 Agenda for ASEAN Connectivity. Ambassador Nguyen Hoanh Nam, Head of the Vietnamese Permanent Representative delegation to ASEAN, attended the event.
The pace of implementing the MPAC in 2015 is likely to remain slow at 65 percent due to a number of setbacks such as insufficient capital resources, asynchronous coordination and lack of relevant regulations. To remove these difficulties, the ACCC has actively taken some measures such as building the public-private partnership (PPP) Guideline and working with the World Bank to build a list of projects calling for investment under the PPP model. The committee plans to make short videos on ASEAN connectivity to promote MPAC among the involved parties. ASEAN member states confirmed their resolve to complete measures in MPAC, especially putting forth effective solutions to remove difficulties in the field.
They also underlined measures to increase coordination between the ACCC and the National Coordinators (NC), while enhancing capacity for the ASEAN Secretariat in supporting the monitoring of ASEAN connectivity activities. Regarding the post-2015 ASEAN Connectivity Agenda, the meeting acknowledged progress made by the consulting group in building ideas and collecting feedback from many parties involved such as ASEAN specialized agencies, international scholars and partners, in order to build a feasible and inclusive connectivity plan for the next 10 years. The ACCC is set to discuss the agenda in February 2016. The fourth exchange between the ACCC and NCs and the sixth workshop on ASEAN connectivity took place on the sidelines of the event.
As scheduled, Laos will act as Chair of the ACCC in 2016 and organise the fourth ACCC meeting in the first quarter of next year.-VNA
