Quang Ninh (VNA) – The local dialogue of the Vietnam Private Sector Forum (VPSF) 2025 for the northern midlands was held in Quang Ninh province on August 13.

This was the fifth session in the VPSF 2025 local dialogue series, following earlier meetings in the southwest, northeastern mountainous, north central, and northwest mountainous regions.

Around 200 delegates attended in the event, including regional leaders, private business members, and enterprises from Quang Ninh, Bac Ninh, Thai Nguyen, and neighbouring provinces.

Nguyen Tien Long, Vice President of the Vietnam Young Entrepreneurs Association and deputy head of the VPSF 2025 organising committee, noted that administrative boundary changes effective July 1 have expanded the market space in the region but also demand unified mechanisms, improved infrastructure, logistics, and human resources.

He called on the private sector to “dare to think big, dare to take on difficult tasks, and dare to take full responsibility” to convert potential into sustainable growth.

Participants agreed that Resolution 68-NQ/TW offers opportunities for the private economic sector. Yet challenges remain in institutional frameworks, capital access, technology, and competitiveness.

They urged stronger administrative reforms, reduced unofficial costs, expanded capital channels for small- and medium-sized enterprises (SMEs), and promoted innovation, governance improvement, and human resource development. Digitisation and AI were highlighted as “dual levers” to boost productivity, market reach, management, and value creation.

Dang Thi Kim Dung, Director of LK & Associates Law Firm, emphasised the need for laws embodying the “three easies” – easy access, understanding, and compliance – and a service-oriented government willing to make decisions and support enterprise transformation and restructuring.

Delegates also proposed establishing regional cooperation networks and technology linkages to help private enterprises seize opportunities and contribute sustainably to regional growth.

Experts, leaders, and entrepreneurs candidly discussed institutional bottlenecks, unofficial costs, and the capacity for regional businesses to integrate internationally, and suggested measures to develop high-tech industries, tourism, services, and value-added agriculture. Leaders of Quang Ninh province addressed concerns, reaffirming their commitment to a transparent investment environment, maintaining strong Provincial Competitiveness Index (PCI) rankings, accelerating infrastructure projects, and improving human resources to attract investment and promote sustainable development.

ꦏ The session’s outcomes will be incorporated into reports for the ministry-level dialogue and the VPSF 2025 plenary, forming the basis for government and ministry recommendations on the private sector's development as a key economic driver, aligned with Politburo Resolution 68-NQ/TW dated May 4, 2025./.
