Hanoi (VNA) – The 15th National Assembly heard areport on and debated the draft Law on Cinematography (amended) in the afternoon ofMay 25 as part of its ongoing third session.
Presenting the report, Chairman of the NA Committee for Culture andEducation Nguyen Dac Vinh said the draft revised law delivers clearer contentson the State’s responsibilities and the participation of organisations andindividuals, while amending a number of regulations on film industry development.
It specifies that the ratio of foreign investors' capitalcontribution to Vietnamese cinema establishments for the production,distribution and dissemination of films does not exceed 51 percent of thecharter capital to ensure compliance with international commitments andsuitable for the specific factors of the industry, Vinh added.
Truong Trong Nghia, a deputy from Ho Chi Minh City, said theimport of cultural products, including films, has short- and long-termnegatives.
Some countries sponsor their cinematic industries to conquer the international market and in a few cases to serve political purposes andterritorial sovereignty disputes, he noted.
Tran Khanh Thu from Thai Binh province, meanwhile, proposedadding a regulation that requires cinemas to be responsible for ensuringintellectual property rights for film producers.
Tran Van Tien from Vinh Phuc province recommendedreconsidering the feasibility of classifying movies on television based on audience ages.
Participating deputies also opined on the distribution offilms on cyberspace. They proposed tight regulations to prevent unhealthy andviolent contents; and to require distributors to remove their films ifnecessary. They suggested the Ministry of Culture, Sports and Tourismcollaborate with the Ministry of Information and Communications to examine suchonline distribution./.
In order to ensure the highest efficiency of the 15th National Assembly (NA)'s third session, NA agencies and deputies had made careful preparations on discussion contents, aiming for the highest outcomes with shortest sitting time, said NA Chairman Vuong Dinh Hue while opening the session on May 23.
