The northern province of Ha Nam and Oudomxay province of Laos will strengthen cultural exchanges and expand cooperation in various fields towards further tightening the durable and comprehensive friendship between the two localities, said Vice Secretary of the Ha Nam provincial Party Committee Dinh Thi Lua.

Ha Nam (VNA) – The northern province of Ha Nam and Oudomxay province ofLaos will strengthen cultural exchanges and expand cooperation in variousfields towards further tightening the durable and comprehensive friendshipbetween the two localities, said Vice Secretary of the Ha Nam provincial PartyCommittee Dinh Thi Lua.
Lua made the statement during her a working session with a high-ranking delegation of the Lao province led by Secretary of the Party Committee and Governor of Oudomxay Bounkhong Lachiemphone on March 20.
Accordingto Lua, Ha Nam and Oudomxay have had numerous collaborative and exchange activitiesto share experience in leadership and implementation of political tasks and socio-economicdevelopment, and information related to investment environment, strength andpotential of the two localities.
Thevisit holds special significance in further promoting cooperation andfriendship between the two localities in particular, and Vietnam and Laos ingeneral, she said.
Luabriefed the guests on Ha Nam’s socio-economic development, noting that thelocality has invested in developing 12 industrial parks with a total area ofover 3,470 ha, and 14 industrial clusters with synchronous andmodern infrastructure facilities.
For hispart, the Lao guest congratulated Vietnam in general and Ha Nam in particularon their achievements. He pledged to continue effectively implementing signedagreements and maintaining the good relationship between the two localities.
Heexpressed his hope that Ha Nam will support Oudomxay in training humanresources, share experience in building public administration centre, and indeveloping new-style rural areas./.
The Lao State has recognised significant contributions of collectives and individuals in Vietnam’s northern Thai Nguyen province to training human resources for the Lao northern provinces of Luang Prabang, Phongsaly, Luang Namtha, and Oudomxay.

During the negotiations, the US highly evaluated Vietnam’s goodwill and efforts, affirmed its appreciation for the bilateral relationship, acknowledged Vietnam’s proposals and concerns, and considered these an important basis for continuing discussions and moving towards a final agreement.
