HCM City spends 444 million USD for flooding control

HCM City (VNA)🅺 – The Ho Chi Minh City People’s Committee on December 17 chose Trungnam Group to implement the phase 1 of a project to control flooding caused by tides in the City.
The project will be implemented from 2015 -2018 in the form of the public-private partnership (Build-Transfer) with a total investment capital of over 9.9 trillion VND (444 million USD) and spread across Districts 1, 4, 7, 8, Nha Be and Binh Chanh.
The project will build six tide-controlling sluices naming Ben Nghe, Tan Thuan, Phu Xuan, Muong Chuoi, Cay Kho, Phu Dinh, and three pumping stations in Ben Nghe, Tan Thuan and Phu Dinh sluices.
It also includes the construction of a 7.8-kilometre-long dyke in the section of the Saigon River from Vam Thuat to Song Kinh and 25 culverts under the dyke from Vam Thuat to Muong Chuoi.
A central management building and a system for supervisory control and data acquisition (SCADA) are also components of the project.
According to Trungnam Group, upon the completion in 2018, the project would help the 570-sq.km core part of the city with around 6.5 million people better respond to flooding.
The project also helps regulate the water level in canals that would improve the city’s drainage capacity, landscape and water environment.
According to statistics from the city, from 2011-2014, there were 76 tides with their peaks exceeding 1.5m, which is higher than 63.5 percent of the city area.-VNA
The flood tide in Ho Chi Minh City on October 20 rose to 1.64m, a record level seen in the city in decades, submerging many roads and residential areas.
Mariam Sherman, World Bank Country Director for Vietnam, Laos, and Cambodia, said the World Bank remains committed to working with the Vietnamese government to develop the next phase of climate resilience and transformation for the Mekong Delta.
Under the directive, the PM instructed relevant agencies to regularly inspect, supervise and proactively implement disaster prevention, response and rescue measures in line with their assigned roles and mandates, ensuring readiness, avoiding passivity or delays, and maintaining operational continuity amid ongoing political and administrative restructuring at levels.
According to Dr. Vu Anh Tuan, Deputy Director General of the Vietnam Space Centre and head of the project, this is the first study in Vietnam to simultaneously employ Sentinel-2 satellite data, advanced machine learning algorithms, and the Google Earth Engine (GEE) cloud computing platform to model and monitor key seawater quality parameters.
The Deposit Return System is seen as a potential instrument for effectively advancing Vietnam’s vision of a circular economy, as outlined in Article 142 of the 2020 Law on Environmental Protection.
The figures were highlighted in a Pre-Feasibility Study on a DRS tailored for single-use beverage packaging in Vietnam, conducted by Eunomia Research & Consulting.
