Japanese Prime Minister Shinzo Abe announced an official developmentassistance package valued at around 100 billion JPY (roughly 1 billionUSD) for Vietnam during the December 15 talks with his Vietnamesecounterpart Nguyen Tan Dung.
The amount will be allocated to five projects in Vietnam during the second half of the 2013 fiscal year.
The projects include two sections of the North-South Highway , twoinfrastructure development projects at Lach Huyen Port in HaiPhong city, and a programme to support Vietnam in responding toclimate change and enhance its competitiveness.
TheJapanese side also promised to consider Vietnam ’s proposal to build aVietnam-Japan friendship hospital and expand the programme of trainingVietnamese nurses in Japan . During the talks, PM Shinzo Abe affirmedthat Japan sees Vietnam as an important partner.
The two sides agreed on directions and a number of specific measuresto further deepen the Vietnam-Japan strategic partnership.
They expressed their delight at new progress in bilateral cooperationin all fields, while holding that practical activities in celebratingthe Vietnam-Japan Friendship Year and the 40 th anniversary ofdiplomatic ties have made significant contributions to the consolidationof friendship and mutual understanding between the two peoples.
PM Dung said Vietnam always treasures cooperation with Japan andwishes to boost the strategic partnership with the country in a morecomprehensive way.
The two leaders agreed on thesignificance of the maintenance of high-level meetings as well as theeffective implementation of cooperation mechanisms, while lauding thesetting up of the security dialogue mechanism.
Thetwo sides pledged to continue their close coordination in theimplementation of important economic cooperation projects such as theNorth-South Highway , the construction of the Ninh Thuan No. 2 nuclearpower plant and the Vietnam Space Centre.
Theycommitted to considering the possibility of signing a plan of action torealise agricultural cooperation between the two countries, includingthe establishment of a joint working group in the field.
The Vietnamese leader affirmed that Vietnam will create all possibleconditions for Japanese firms to invest in Vietnam by effectivelyconducting the Vietnam-Japan Joint Initiative in improving investmentenvironment in Vietnam .
He suggested thatJapan pay more attention to the implementation of the underway BachDang bridge construction project.
Meanwhile, PMShinzo Abe pledged to back Vietnam in carrying out of action plans insix prioritised sectors included in the Vietnam ’s industrialisationstrategy and the Vietnam-Japan cooperation framework by 2020 with a viewto 2030.
Japan will also consider Vietnam ’ssuggestion to create favourable condition for Vietnamese agriculturalproducts to enter the Japanese market.
Both host andguest agreed that cooperation in human resources development is amongkey issues of the bilateral relationship, welcomed the initiative toestablish the Vietnam-Japan University in Hanoi and consented tojointly facilitate the project’s early implementation.

The two leaders also discussed international and regional issues of common concern.

After the talks, PMs Dung and Abewitnessed the signing of a diplomatic note of exchange for threeprojects in the 2013 fiscal year worth 54 billion JPY, namely theinternational terminal T2 of Noi Bai International Airport, the Da Nhimhydro-power plant and Hanoi’s belt road 3’s Mai Dich-Nam Thang Longsection flyover .
At the joint press briefing, PM Dung thankedJapan for its ODA for Vietnam and said that the two sides proposedsome new cooperation contents, including the Vietnam-Japan Friendshiphospital project.
