Localities urged to implement resolution on sustainable Mekong Delta development

The Government’s Resolution No.120 on the sustainable development of the Mekong Delta issued in November 2017 has been highly appreciated by domestic and foreign experts, thanks to its presentation of specific development perspectives, models, and solutions, Prime Minister Nguyen Xuan Phuc said at a working session in Hanoi on February 19.

Hanoi (VNA) –
The Government’sResolution No.120 on the sustainable development of the Mekong Delta issued inNovember 2017 has been highly appreciated by domestic and foreign experts,thanks to its presentation of specific development perspectives, models, andsolutions, Prime Minister Nguyen Xuan Phuc said at a working session in Hanoion February 19.

The PM requested a full assessment of theimplementation of the resolution as some ministries, sectors, and localitiesstill lack productivity in the field. 

It is important to provide guidance on scienceand technology that is suitable for climate change adaptation in the delta, aswell as agricultural restructuring and sustainable development to improvepeople’s living standards, he said.

The Government leader asked to clarify financialresources for developing the delta. Apart from the state budget, officialdevelopment assistance (ODA) capital should be socialised in the public-privatepartnership (PPP) and business forms.

He requested swift, supplement resources forregional development from now until 2020, alongside a sharp focus oninfrastructure development, especially in irrigation and transportinfrastructure.

The PM agreed with the proposal of the Ministryof Natural Resources and Environment on the organisation of the Mekong DeltaForum in 2019 to speed up the implementation of the resolution and improve thequality of life for locals.

The forum must be held as soon as possible. Thedeadline is May 20, he said, suggesting that domestic and international expertsin the field of climate change be invited to the event.

He assigned the Ministry of Finance to considerthe establishment of a regional development investment foundation and an agencyto direct the implementation of the resolution.

According to the Ministry of Natural Resourcesand Environment, nine ministries along with six city and provinces in the deltahave issued action plans after over a year of implementing the resolution.

The ministry has updated the region’smeteorological, hydrological, oceanographic data, as well as data on sedimentand water resources.

Meanwhile, the Ministry of Agriculture and RuralDevelopment has conducted surveys to assess river and coastal erosions in theregion.

Centrally-run agencies and localities reportedthat they have planned to use around 18 trillion VND (775.8 million USD) ofcapital to implement relevant sustainable programmes and projects. –VNA
