NA adopts law-building programme for 2019, adjustments for 2018 plan

The 14th National Assembly (NA) on June 8 passed a resolution on the programme of building laws and ordinances in 2019 and adjustments to the programme for 2018 during ongoing fifth session in Hanoi.

Hanoi (VNA) – The 14th National Assembly (NA) on June 8 passed aresolution on the programme of building laws and ordinances in 2019 andadjustments to the programme for 2018 during the ongoing fifth session inHanoi.

The NAdecided to add 17 bills into the law-building programme in 2018, including the Lawon Food Safety, Law on Children, Investment Law, Law on Public Investment, Lawon revision and supplementations to a number of articles of the Law on PublicInvestment, Law on Chemicals, Law on Economical and Efficient Use of Energy,Law on Construction and Law on Urban Planning and a resolution of the NAStanding Committee on the environmental protection tax rates.

Besides,the NA will change the time for the submission of some bills, including the Lawon amendments and supplementations to a number of articles of the Law onExecution of Criminal Judgments, which will be discussed in the NA sixthsession instead of fifth session, and the law on amendments andsupplementations to a number of articles of the Law on EnvironmentalProtection, which will be debated in the eighth session instead of the fifthsession.

Meanwhile,the draft Law on Populations, Law on Urban Development Management, and Law onCommunal Police are scrapped from the 2018 law-building programme.

Under theprogramme for 2019, at the seventh session, the NA will discuss and adopt the Lawon Public Administration; Law on Architecture; Law on Prevention and Combat ofHarmful Effects of Alcohol; Law on Tax Management (revised); Law on amendmentsand supplementations to a number of articles of the Law on Execution ofCriminal Judgments; Law on amendments and supplementations to a number ofarticles of the Law on Public Investment; and a resolution on the law and ordinancebuilding programme for 2020.

Bills to besubmitted to the NA for discussion in the 7th session will comprise theLabour Code (revised); Law on Medical Examination and Treatment (revised); Lawon amendments and supplementations to a number of articles of the Land Law; Lawon amendments and supplementations to a number of articles of the Investment Lawand Law on Enterprises; Securities Law (revised); Law on Library; Law onReserve Forces; Law on Civil Defence (revised); and Law on Exit and Entry ofVietnamese Citizens.

The eighthsession is scheduled to pass the Labour Code (revised); Law on MedicalExamination and Treatment (revised); Law on amendments and supplementations toa number of articles of the Land Law; Law on amendments and supplementations toa number of articles of the Investment Law and Law on Enterprises; Securities Law(revised); Law on Reserve Forces; Law on Library; Law on Civil Defence(revised); and Law on Exit and Entry of Vietnamese Citizens.

During theeighth session, legislators will also debate the draft law on amendments andsupplementations to a number of articles of the Law on Environmental ProtectionTax; Law on amendments and supplementations to a number of articles of the Lawon Promulgation of Legal Documents, and Youth Law (revised).

Theresolution stressed that authorised ministries and agencies and individuals shouldensure the quality of the bills they submit to the NA along with theon-schedule submission of bills while creating favourable conditions for NAdeputies to access the bills early so that they will have time to study andgive ideas on them.-VNA
