NAMA project supports climate change response in Vietnam

Hanoi (VNA) – A workshop was held inHanoi on October 30 to review the project “Creation of an overarching frameworkfor Nationally Appropriate Mitigation Actions (NAMAs) and measuring, reporting,and verification in Vietnam”.

The project was carried out from 2014 to 2018 bythe Institute of Meteorology, Hydrology, and Climate Change under the Ministryof Natural Resources and Environment (MoNRE) and the German Agency forInternational Cooperation (GIZ).

It was financed with 4.6 million EUR (5.2million USD) in non-refundable aid under the International Climate Initiativeof the German Federal Ministry for the Environment, Nature Conservation, andNuclear Safety.

It aims to strengthen the MoNRE’s capacity inthe coordination and development of NAMAs in Vietnam.

At the workshop, MoNRE Deputy Minister Le CongThanh said Vietnam has set targets to appropriately contribute to the ParisAgreement on climate change. 

This project has greatly helped to assist thebuilding of corresponding targets and policies and prepare for theirimplementation. Notably, it has worked as a driving force for the country’scontributions to global efforts in climate change response, as reflected in theNationally Determined Contributions (NDCs).

He noted after Vietnam successfully submittedits NDCs in 2015, the NAMA project has assisted the preparation forimplementing the NDCs at the national level and for building a nationwideaction plan.

The continuation of this project will also helpthe country consolidate its position in the international climate policy, Thanhadded.

Nguyen Van Thang, Director of the Institute ofMeteorology, Hydrology, and Climate Change, said that over the last four years,the project has obtained some considerable outcomes, including improving themeasurement, reporting, and verification capacity; helping to improve thecapacity of climate change negotiations; assisting in building the NDCs andimplementing the Paris Agreement in Vietnam; and coordinating activities withinthe framework of the International Climate Initiative in the country.

It has also successfully built a framework formonitoring climate policy outcomes of all relevant ministries and sectors, hesaid, adding that this tool has helped Vietnam systematically monitor nationalclimate change targets and policies.

Anna Schreyoegg, Chief Technical Advisor of theNAMA project, said the project has built two concrete climate actions aiming atreducing greenhouse gas emissions. These NAMAs aim to develop climate-friendlybus systems in big cities and apply measures for efficient energy and the useof rooftop solar panels in the textile-garment industry. They also have thepotential to promote job creation, energy security, effective natural resourcesuse, and pollution reduction in Vietnam.

At the workshop, domestic and foreign climateexperts also discussed the next phase of the NAMA project. Accordingly, GIZwill work with the MoNRE’s Department of Climate Change to carry out theproject “Support to Vietnam for the Implementation of the Paris Agreement”. –VNA
