Offices of NA, Russian State Duma seal cooperation pact in Moscow

A cooperation agreement between the offices of the Vietnamese National Assembly (NA) and Russian Federal Assembly’s State Duma (lower house) was signed by their chairpersons at their meeting in Moscow on September 10 (local time), as part of the ongoing official visit to Russia by NA Chairman Tran Thanh Man.

Moscow (VNA) – A cooperation agreement between the offices of the Vietnamese National Assembly (NA) and Russian Federal Assembly’s State Duma (lower house) was signed by their chairpersons at their meeting in Moscow on September 10 (local time), as part of the ongoing official visit to Russia by NA Chairman Tran Thanh Man.

At the meeting, NA General Secretary and Chairman of the NA Office Bui Van Cuong said the relationship between Vietnam and Russia, particularly their legislative ties, has developed positively over the years.

He stressed that the freshly-signed pact is crucial to enhancing capacity and mutual understanding and trust between their personnel. It is the first cooperation agreement between the offices and is a concrete step towards effectively materialising the agreements between the NA and the State Duma.

For his part, Diveikin, head of the State Duma office, underscored the nations’ long-standing inter-parliamentary collaboration. He noted that the NA first signed a cooperation agreement with the State Duma in April 2009, renewed it in March 2013, and inked another with the Federal Assembly’s Federation Council in November 2012. In 2018, Vietnam and Russia signed an agreement on the establishment of an Inter-Parliamentary Cooperation Committee.

Diveikin assessed that these agreements have been successfully implemented and expressed a wish for the two sides to enhance exchanges through new formats and promote activities that match the dynamic development of the inter-parliamentary cooperation.

Cuong proposed that the two offices advise ways to effectively implement outcomes of the September 9 talks between the chairmen of the NA and the State Duma, as well as the 2013 document.

He suggested they work together on advisory tasks, supporting the countries’ legislative activities, both bilateral and multilateral, particularly within the IPU, AIPA, and APPF frameworks.

It is also necessary to exchange information and experience in building, training, and developing their staff; the information work; and digital library and museum development and management, Cuong noted. He also recommended the establishment of a regular delegation exchange mechanism between the offices, focusing on professional and cultural activities./.
