Politburo members contributed their opinions on the draft documents and personnel plans for the 16th Party Congress of the capital city of Hanoi on September 25.
According to a draft report from the Hanoi Party Committee, the capital saw positive changes across the board.
The city’s economy expanded by an average 9.23 percent a year from 2011-2015, 1.58 times higher than the nation’s average.
Gross regional domestic product (GRDP) in 2015 is estimated to reach 27.6 billion USD with per capita income of about 3,600 USD, 1.8 times higher than that of 2010.
The proportion of service and industry-construction rose to 54 and 41.5 percent, respectively, while that of the agricultural sector is 4.5 percent.
In the next five years, the city is set to build a pure and strong Party organisation, increasing advanced technology application and value-added products, and improving its infrastructure systems for fast and sustainable development.
The city also targets more developed culture, society, education and training, healthcare and science and technology while enhancing the status and prestige of the capital.
Addressing the event, Party General Secretary Nguyen Phu Trong said the city Party Congress’s theme should highlight the city’s, while clarifying the goal to enhance the leadership and capacity of the municipal Party Committee, bring into play the city’s traditions and unity and mobilising resources to build a more prosperous, civilised and modern capital.
Commenting on the city’s future targets, the Party leader said Hanoi should continue its economic restructuring in association with renovating growth models to achieve the set three strategic breakthroughs, especially in administrative reform.
The city should also work harder to narrow the development gap among regions, acting as a driving force for the country’s economy.
He underlined the importance of building a strong political system from Party organisation to personnel work while continuing to implement the Party Central Committee’s resolution on Party building as well as resolutions on criticism and self-criticism.

The central province of Khanh Hoa convened the 17th Party Congress for the 2015-2020 tenure on September 22 with the presence of 350 delegates representing more than 35,000 local Party members.

The Chairman stressed the need for stricter fiscal discipline, faster digital transformation, and more efficient management of State budget revenues and expenditures.
