Vietnam, RoK sign MoU on electricity system management

- The Vietnamese Ministry of Industry and Trade and the Korea Electric Association signed a memorandum of understanding (MoU) on technical standards and regulations for the management of the electric power system at a ceremony in Hanoi on June 10.

The document is expected to help bolster the long-standing cooperation between Vietnam and the Republic of Korea.

Earlier on September 7, 2018, Minister of Industry and Trade Tran Tuan Anh issued Decision No. 3263/QD-BCT on the roadmap to improve the technical standard and regulation system of the industry and trade sector until 2025.

In order to implement this decision, the ministry and the Korea Electric Association agreed to ink the document to strengthen the capacity of organizations and individuals that are involved in the work of technical standards and regulations of the industry and trade sector through connecting, exchanging and sharing knowledge and experience with international organizations as well as experts in this field.

😼 Therefore, the freshly-signed agreement will serve as a framework document for cooperation activities between the two sides so as to enhance information exchange and organize training courses on technical standards and regulations for the management of the electricity system, provide consultancy activities and step up trade promotion for enterprises operating in the electricity sector of the two countries.

Under the MoU, the two sides will intensify information exchanges in the management system in each country, make recommendations on international standards, and share experience in studying and reviewing technical standards and regulations in accordance with the coming into being of new technologies in the electricity and construction industries.

Tran Viet Hoa, head of the Science and Technology Department under the Ministry of Industry and Trade, said that after the signing ceremony, the department will work with the Technical Safety and Industrial Environment Department in carrying out contents related to technical standards and regulations in the field of electricity safety.

It will coordinate with the Asia-Africa Markets Department in implementing specific cooperation activities between the two countries’ enterprises.

“After the signing ceremony, the Ministry of Industry and Trade will carry out specific tasks and appoint certain individuals to contact with the Korea Electric Association at the earliest time in order to realize the memorandum of understanding in a practical and effective way,” Hoa added.

At the ceremony, permanent Vice President of the Korea Electric Association Kim Dong-soo also expressed his hope that contents of the memorandum of understanding will be carried out at an early date, thus helping boost the long-standing cooperation between Vietnam and the Republic of Korea.

He affirmed to share experience and provide assistance in issues related to technical standards and regulations for the management of electric power system in Vietnam.

Research shows that Vietnam can generate about 8,000MW from small-scale hydropower, 200MW of wind power, 3,000MW of biomass power, and 35,000MW of solar power in 2030.

In the mainland, Vietnam can produce about 30GW of wind power, along with 100GW from offshore wind farms.

As of the end of 2018, Vietnam had 285 small hydropower plants with a total output of 3,322MW, along with eight solar power plants with 243MW in total output and 10 biomass power plants (212MW).

The Korea Electric Association is a central association representative of the entire electric industry of Korea. It was established in 1965 to take the lead of the development and unity of the electric industry.

Over the past half century, the association as a centripetal body has made efforts to reinforce electrical industry and national competitiveness, as well as to improve the quality of life of the people.
