Accelerating business reform to create fulcrum for development

Hanoi (VNA) – The Ministry of Planning and Investment (MPI) will closely coordinate with other stakeholders to accelerate efforts to reform institutions and create an open, favourable and safe business environment toward economic recovery and development.

The statement was made by Deputy Minister of Planning and Investment Tran Duy Dong at a conference to implement Resolution 02/NQ-CP themed “Reform creates motivation for businesses’ development” held by the ministry in Hanoi on February 29.

The year 2024 is forecast to witness both favourable and difficult factors. In fact, the number of businesses withdrawing from the market was nearly twice as high as the number of those entering the market, according to data recorded in January. This shows that the business sector is facing many challenges. Therefore, it is the time for the entire political system to double efforts and speed up business environment reforms to strengthen trust and spur the economy.

Given this, the Government has resumed the business environment improvement programme by issuing Resolution 02/NQ-CP to motivate the spirit of reform at ministries, sectors and localities.

𓂃 Under the Resolution, the Government continues to determine reform goals according to international practices suitable to each year. They are targets for the improvement of such international indicators as sustainable development in the Group of 50 leading countries, global innovation capacity eyeing to leap up at least three places, e-government moving up at least five places, property rights jumping up at least two place, logistics efficiency going up at least four position, tourism and travel development capacity lifting at least two places, and cyber security in the Group of 30 leading countries.

At the conference, Dau Anh Tuan, Deputy Secretary General and head of the Vietnam Chamber of Commerce and Industry (VCCI)’s Legal Department, underlined that Resolution 02 and businesses’ expectations go towards the “quality of implementation.” Therefore, it is necessary to continue carrying out business environment reforms in an effective, substantive manner, he said.

Besides, he held that a mechanism to create motivation for both implementation and acceleration of more widespread and substantive consultation activities is needed.

According to Deputy Minister Dong, comments from stakeholders and business associations show that the implementation of Resolution 02 has seen positive results thus far.

Apart from achievements, there remain shortcomings, Dong said, adding this requires solutions to business environment improvement for enterprises so as to help them overcome difficulties quickly.

The MPI asked ministries, sectors and localities to consider the improvement of the business environment and enhancement of competitiveness key priority tasks, and directly direct the implementation of Resolution 02 and other regulations, he said.

He called on ministries, sectors and localities, that are yet to announce their action progammes or plans, to promptly issue such documents and send them to the MPI and the Government Office for making reports to the Government and Prime Minister. The action plans need to determine specific goals, tasks and roadmaps for implementation as well as responsibilities.

🥃 Implementation needs to be fully deployed with tasks assigned in the Resolution, including a monitoring and assessing mechanism to create substantive changes, and defining the responsibilities of each individual and organisation, especially the responsibility of the heads of agencies and units./.
