Quang Ninh (VNA) ✃– The northern province of Quang Ninh attracted 1.56 billion USD in foreign direct investment (FDI) capital in the first seven months of this year, ranking second nationwide in terms of FDI.
The impressive result was mainly attributed to the locality's efforts to promote administrative reform to turn the locality into an attractive destination for investors, especially foreign ones.
The province has focused on reforming administrative procedures to improve the quality of the business and investment environment, ensure healthy and equal competitiveness, and boost transparency. In particular, the province pays special attention to shortening procedure handling time, simplifying dossier components, and standardising administrative procedures directly related to investment and business activities.
Currently, 100% of administrative procedures at district and commune levels are handled at local administrative serve centres and one-stop shops.
Nguyen Hai Van, Director of the Quang Ninh Public Administrative Service Centre said that the province is managing 1,759 administrative procedures. Of these, 1,314 are processed through the service centre.
The centre has been instrumental in implementing Government Project 06, which includes moving towards online public services without paper documentation, developing electronic forms, and integrating VNeID account data into administrative procedures. It has also launched a “Conditional Business Connections” section, offering information on “conditional business licensing procedures” and providing guidance on using online services via the provincial service portal.
So far, the centre has received nearly 90,000 administrative records and settled 99.8% of them. All administrative fees and charges are now paid online. The province has also digitised 100% of qualifying records through the “5-step electronic process” and offers completely-online services for all eligible procedures.
Last year, the province maintained its top position in the Provincial Competitiveness Index (PCI) for the seventh consecutive year, the Public Administration Reform Index (PAR Index) for the sixth year, and the Service Index for Administrative Procedures (SIPAS) for the fifth year in a row. Quang Ninh was in the group of five provinces and cities with the best quality of economic management in PCI ranking for 11 consecutive years.
In the remaining months of 2024, the province will continue to roll out measures to improve service quality and citizen satisfaction by publicising performance evaluations. It targets at least 80% of procedures with financial obligations available for online payment, with transactions expected to reach 30% or more.
The province commits to speed up comprehensive, practical and extensive digital transformation in handling administrative processes, focusing on simplification of procedures following the “5-step electronic process”.
It aims to integrate all qualified procedures for completely online services on the National Public Service Portal and to introduce 53 essential public service models./.
