Central bank, Quang Ninh continue to top 2020 administrative reform index

The State Bank of Vietnam and the northern province of Quang Ninh continue topping the 2020 Public Administration Reform (PAR) Index, the Government’s Steering Committee for Administrative Reform announced on June 24.

Hanoi (VNA) – The State Bank of Vietnam and the northern province ofQuang Ninh continue topping the 2020 Public Administration Reform (PAR) Index,the Government’s Steering Committee for Administrative Reform announced on June24.

The index assesses the administrative reform level ofprovinces and cities, as well as ministries, and ministerial-level agencies.

Among ministries, and ministerial-level agencies, the State Bank of Vietnam ranked first with a result of 95.88 percent. It was followed by theMinistry of Finance and the Ministry of Justice.

Meanwhile, Quang Ninh led the country's 63 provinces and cities with91.04 percent, followed by the northern port city of Hai Phong city and the central province of Thua Thien-Hue.

Among six economic zones, the Southeast Economic Zonerecorded the highest PAR Index in 2020, with 85.88 percent.

In terms of the 2020 Satisfaction Index of PublicAdministration Services (SIPAS), which assesses the performance of publicservices in 16 fields in 63 provinces and cities from citizens' perspectives, Quang Ninhcontinued to stay atop at 95.76 percent,followed by Hai Phong (93.57 percent), Bac Giang (92.54 percent), and Hai Duong(92.2 percent). 

From over 35,000 respondents in the survey, 5 percent of them said they were forced tovisit public agencies several times to complete an administrative procedure.

Meanwhile, 1.23 percent of the surveyed people in 57 provinces and citiesrevealed they were troubled by public servants in the process of realising theprocedures, 0.59 percent had to pay the under-the-table fees, and 4 percentreceived the answer for the application behind schedule.

Among the three administrative levels, the commune level hasthe highest index (88.18 percent) and the provincial level has the lowest (85.43percent). Among eight fields, the group of transport and transportation has thehighest index (89.88 percent) and the group of land and environment has thelowest (83.2 percent).

The respondentssaid they want more simplified administrative procedures and shorter processingtime./.
