Hanoi (VNA) – It is necessary to early detect, fight and prevent attacksin cyberspace, heard anational symposium on ensuring national sovereignty in cyberspace held by theMinistry of Public Security and Su That (Truth) National Political PublishingHouse in Hanoi on December 8.

Speaking at the event, Chairman of the Party Central Committee’sCommission for Information and Education Nguyen Trong Nghia stressed that ensuringnational sovereignty in cyberspace is safeguarding the national sovereignty.

In recent years, the Vietnamese Party and State have issuedmany policies to ensure information safety and security so as to contribute toensuring national sovereignty in cyberspace. These policies and stances havebeen realised in specific strategies such as the strategy for national protectionin cyberspace, the national border protection strategy, the national cybersecurity strategy, and the Law on Cyber Security, he said.

With the rapid development of the Internet, non-traditionalsecurity issues, including cybersecurity and the task of ensuring nationalsovereignty in cyberspace, are of important significance in the cause of national buildingand safeguarding, Nghia added.

Vice Chairman of the Central Theoretical CouncilNguyen Van Thanh, who is former Deputy Minister of Public Security, said thatnational sovereignty in cyberspace is the supreme, absolute and complete rightthat the State manages and controls directly or indirectly through policies,laws and technological capacity in accordance with international law.

In order to improve the effectiveness of State management inthis issue, Thanh emphasised the need to build a healthy cyberenvironment and a competent specialised force, and proactively deal with all risksoccurring in cyberspace.

Minister of Public Security General To Lam cited a report by the International Criminal Police Organisation as saying that crimesusing high technology ranked second among the most dangerous types of crimes,after terrorism, and 90 percent of traditional criminals have moved to the cyberenvironment or have used high-tech devices. Therefore, the issue of developingand mastering cyberspace has become one of the urgent tasks that many countrieshave paid special attention to.

To meet the increasing requirements of the task of ensuringnational sovereignty in cyberspace, Lam asked the public security force tocontinue stepping up the implementation of measures to ensure cybersecurity,and fight against crimes in cyberspace, and at the same time improve thequality of training in information technology and cybersecurity, and promotecooperation with countries, universities, advanced technology groups in theworld to absorb new technologies and experience in ensuring cybersecurity tomeet the requirements of the new situation./.
