Hanoi (VNA)ᩚᩚᩚᩚᩚᩚ⁤⁤⁤⁤ᩚ⁤⁤⁤⁤ᩚ⁤⁤⁤⁤ᩚ𒀱ᩚᩚᩚ – Hanoi is rolling out many programmes and plans to accelerate administrative reforms, aiming to improve the investment and business environment and satisfaction of organisations, people and enterprises about State administrative agencies’ service. 

Last year, the municipal People’s Committee issued a plan on addressing shortcomings and limitations in administrative discipline, administrative procedure reform and public affair inspections. So far 4 municipal departments and agencies and 8 districts have adopted their plans to implement it.

Hanoi has also maintained a working group on improving the city’s Public Administration Reform Index (PAR Index) and Satisfaction Index of Public Administration Services (SIPAS). All departments and district-level People’s Committees have adopted plans of action to enhance the indices in the 2020-2025 period. 

In addition, the city is implementing a plan to conduct surveys to measure public satisfaction about some public services related to land, construction, health care and education. In 2023, the city focuses on inspecting the implementation of administration reform tasks in connection with e-government building and digital transition. As of the end of June, six units had been inspected. Hanoi has launched an official Zalo account to receive complaints and recommendations related to administrative regulations and procedures from the public and enterprises. In the first six months of this year, the account received 1,082 complaints and recommendations, with 1,052 processed (97%). At present, 100% dossiers for administrative procedures are received and processed under the single-door mechanism, thus limiting harassment and delay. The efforts of the city have paid off, as demonstrated in its performance in some indices released in April this year. Hanoi jumped 7 places to rank third among 63 provinces and cities  in the 2022 PAR Index. The city’s SIPAS score was 80.16% in 2022, the fifth consecutive year that Hanoi’s index has surpassed 80%, putting the city at the 30th.  Hanoi gained 43.90/80 points to rank 12th in the Provincial Governance and Public Administration Performance Index (PAPI) in 2022. This is the second year in a row that the city earned a place in the top 15 localities in the rankings, which is a significant improvement from the 2015-2020 period when Hanoi was always in the group of localities with poorest performance. Among the eight sub-criteria, the capital city scored highest in "public administration procedures" with 7.31 out of 10, followed by "public service delivery" with 7.22 and "control of corruption in the public sector" 6.8. For Hanoi to improve its ranking in the PAPI index in the time to come, Dang Hoang Giang, a research member of the 2022 PAPI, urged the city to strengthen its performance across all aspects related to administrative performance, from education, transparency in land management, and accessible online public services to environmental management. Conducted jointly by the Center for Community Support and Development Studies (CECODES), the Vietnam Fatherland Front's Center for Research and Training, Real-Time Analytics, and the United Nations Development Program (UNDP), PAPI is a policy monitoring tool that assesses citizens' experiences and satisfaction with government performance at the national and subnational levels in governance, public administration, and public service delivery./.
