Hanoi sets tough land use right certificate deadline

Hanoi has asked relevant agencies to speed up the issuance of land use right certificates to individuals and organisations in the city so as to finish the work by the end of June this year.

Hanoi (VNA) - The HanoiPeople’s Committee has asked relevant agencies to take measures to speed up theissuance of land use right certificates to individuals and organisations in thecity so as to finish the work by the end of June this year.

Accordingto the city’s Natural Resources and Environment Department, land-use rightcertificates have not been granted to more than 131,000 land plots, some 9.65 percentof total land plots used by individuals or families in the city.

About27,000 house buyers or 18.37 percent of those who buy houses/apartments inhousing projects have not got the certificates.

About5,600 plots, accounting for 29.2 percent of total land plots used byorganisations and offices are not certified.

Officialsfrom districts like Soc Son, Chuong My, Bac Tu Liem, Ha Dong and Ba Dinhcomplained that meeting the deadline would be hard.

Vicechairman of Soc Son district People’s Committee Do Minh Tuan said that thedistrict granted land use right certificates to nearly 74 percent ofindividuals and families. There remain more than 19,700 cases to deal with. Insome of its communes including Tan Minh and Bac Son, just 40 percent ofcertificates have been issued.

Tuanblamed the slow progress on land users who delay applying for the certificates.

Theuncertified land plots were usually those that were allocated or usedunlawfully. Other plots were in areas planned for forest land, so they areineligible for certification, Tuan said.

“It’simpossible for Soc Son district to complete the issuance of land use rightcertificates by June 30,” Tuan said, adding that they wanted the deadlineextended to December 31, 2017.

Vicechairman of Bac Tu Liem district People’s Committee Nguyen Kim Vinh said thatthe district had more than 12,000 plots not certified.

InBa Dinh district, about 2,000 families could not receive land use rightcertificates because they are using land included in ongoing projects orplanned to be used for other purposes.

Vicechairman of the Hanoi municipal People’s Committee Nguyen Quoc Hung said thatthe Natural Resources and Environment Department would establish two inspectiongroups - besides the four existing ones – to visit localities and directlysolve problems relating to the certificate issuance.-VNA
