Head of Dong Nai’s NA deputy delegation applies for resignation

Phan Thi My Thanh, head of the National Assembly (NA) deputy delegation of the southern province of Dong Nai, has submitted an application for resignation from her position as NA deputy due to health reason, NA Secretary General Nguyen Hanh Phuc said on May 9.

Hanoi (VNA) – Phan Thi My Thanh, head of the National Assembly (NA) deputydelegation of the southern province of Dong Nai, has submitted an applicationfor resignation from her position as NA deputy due to health reason, NA SecretaryGeneral Nguyen Hanh Phuc said on May 9.

Phuc saidthat Thanh’s application for resignation from the post will be reported to theNA and NA Standing Committee for settlement in line with the law.

On May 4,the Secretariat of the Communist Party of Vietnam (CPV) Central Committee helda meeting to consider the proposal of the CPV Central Committee’s InspectionCommission to apply disciplinary measures against Thanh, who is DeputySecretary of the provincial Party Committee of Dong Nai and head of theprovince’s NA deputy delegation.

TheSecretariat said that violations and wrongdoings of Thanh were very serious,caused discontent among officials, Party members and local people, andnegatively affected the prestige of the local Party organisation and herself.

The Secretariat decided to dismiss Thanh fromall of her Party positions, while proposing the Party civil affairs delegationof the NA consider removing Thanh from her position of National Assemblydeputy.

The Secretariat concluded that while serving asDirector of the Department of Industry of Dong Nai province from 2003 toJanuary 2009, Thanh lacked responsibility while performing her duties. She didnot direct the construction of infrastructure of the Thong Nhat textilefactory’s condominium although money had been collected from households. Shealso agreed to let the Department of Industry send the remaining money of theproject to the Tan Mai Wood Company.

After assuming another post, Thanh was said tohave not handed over the project to her successor, leading to prolonged masscomplaints, affecting the local security and order situation, causing seriousconsequences, and undermining State management agencies’ prestige.

Meanwhile, while working as Vice Chairwoman ofthe provincial Dong Nai People’s Committee from June 2011 to September 2014,Thanh signed many documents of the provincial People’s Committee but did notrefer to advices of specialised departments and sectors, which violated lawsand the work regulations of the provincial People’s Committee.

According to the Secretariat, Thanh broke thedemocratic centralism principle when she signed Decision 2230/QD-UBND, datedJuly 21, 2014, of the provincial People’s Committee to approve investment inthe Dong Nai River encroachment project without reporting to and collectingopinions from ministries and centrally-run sectors.

She also signed some decisions of theprovincial People’s Committee that gave favourable conditions to her family’sbusiness to carry out some projects in the fields that she was in charge of.Thanh was also found to have given wrong reports on the projects’ workload andprogress with a view to seeking profit for her family’s business.

Thanhseriously infringed regulations on external affairs and used her diplomaticpassport to go abroad with personal purposes for many times. She also used togo abroad without reporting to her agency as regulated.-VNA
