Legal framework needed to bolster smart production

Hanoi (VNA) ꧙- In the current context, there must be a legal framework for the development of smart manufacturing to create breakthroughs for industrialization and modernization, according to Head of the Party Central Committee’s Economic Commission Tran Tuan Anh.

The Party Central Committee’s Resolution No. 29 was issued on the country’s industrialization and modernization to 2030 with a vision towards 2045, with the Ministry of Planning and Investment developing a draft Action Program. Up to now, the draft has received the majority opinion from members of the Government. Accordingly, the Ministry is continuing to finalize and submit the draft to the Prime Minister by June of 2023. Politburo member and head of the Party Central Committree Economic Commission Tran Tuan Anh said that in order to contribute to promoting the implementation of Resolution 29, the Industry 4.0 Summit took the theme “Promoting digital transformation and green transition to create breakthroughs, shortening the industrialization and modernization process by 2030 with a vision towards 2045”. The Summit focused on smart production, the application of artificial intelligence in industry, and green transition, green energy, green finance, and green education.

Head of the Party Central Committee Economic Commission Tran Tuan Anh proposed focusing on three matters to help boost Vietnam’s industrialization and modernization process. Addressing the Industry 4.0 Summit, which was hosted by the commission and opened in Hanoi on June 14, Mr. Anh said that, firstly, it is necessary to exchange and learn from international experience in industrialization and modernization based on science and technology and innovation. This process will help to serve as the foundation for boosting digital transformation and green transition in Vietnam. Secondly, he pointed to the need to clarify the situation of digital transformation and green transition in Vietnam, particularly the reasons behind the results, shortcomings, and limitations. Thirdly, Mr. Anh suggested discussing and proposing solutions and policies to institutionalize and cement the viewpoints, tasks, and solutions set by the Party Central Committee’s Resolution No. 29 on the country’s industrialization and modernization to 2030 with a vision towards 2045. In particular, it is important to discuss those relating to digital transformation and green transition, to create breakthroughs for industrialization and modernization. In addition, the head of the Party Central Committee Economic Commission requested to urgently develop and implement a national program on improving the capacity of independence, and self-reliance of Vietnamese manufacturing until 2045 (Made in Vietnam 2045). In particular, the focus should be on improving self-reliance in raw materials, technology, production and markets, enhancing creativity and design capacity, and developing high-tech-intensive industries, high value-added and low-carbon industries. Policies should focus on prioritizing and encouraging enterprises to invest in innovation, absorption and mastery of technologies, especially core and source technologies.

Deputy Minister of Planning and Investment Do Thanh Trung said that the draft Government Action Program on tasks and solutions will be assigned to each level and sector with deadlines for completion and clearly defined responsibilities, as a basis for monitoring and evaluation. Mr. Trung also emphasized raising awareness on and promoting the particularly important role of Vietnamese intellectuals and businessmen in the period of accelerating industrialization and modernization in the context of economic development. On that basis, it is necessary to develop and implement Strategies for the development of intellectuals and entrepreneurial workforce to 2030, the national program on training entrepreneurs, and build Vietnamese business culture in accordance with national identity and international integration./.
