Legal proceedings launched after serious accident in Lai Chau
Police in the northern province of Lai Chau have decided to start legal proceeding after an accident between a concrete mixer truck and a coach on National High No 4D through Tam Duong district which left 13 dead on September 15.

Lai Chau (VNA) - Police in thenorthern province of Lai Chau have decided to start legal proceeding after anaccident between a concrete mixer truck and a coach on National High No 4Dthrough Tam Duong district which left 13 dead on September 15.
Both vehicles careened off a bridge, falling 10minto a stream. The case was prosecuted on charges of violating road trafficregulations.
Although both drivers died in the accident, theprosecution was launched to clarify the responsibility of involved individualsand organisations, according to Colonel Bui Xuan Phong, Deputy Director of theprovincial Department of Police.
"Currently, the investigation police agencyhave inspected eight tyres from the concrete mixer truck, while the engine andblack box from the vehicle are being examined,” he said.
Initial enquiries showed that the truck was notbeing operated in accordance with technical regulations, affecting the brakingsystem, he said, adding that the provincial police are instructing all units tourgently investigate the cause of the accident.
In related news, the Agriculture Bank InsuranceJoint Stock Company’s Phu Tho Branch has cooperated with Hoanh Sơn Co Ltd – thecompany managing the truck, to provide 120 million VND (5,150 USD) for thefamilies of those killed in the accident. Initially, each victim’s family willreceive 10 million VND from the insurance payout. The Division of Labour,Invalids and Social Affairs of Tam Duong district have received the paymentwhich will be distributed to the families.
The branch has determined the level of liabilityin this accident is over 2 billion VND (88,000 USD).-VNA
Vietnam recorded 4,674 traffic accidents that killed 2,149 people and injured 3,627 others in the first quarter this year, reported the National Traffic Safety Committee.
Up to 13 people were killed and four others were severely injured in a traffic accident in the central province of Quang Nam on the early morning of July 30.
