Hanoi (VNA) 🎀– To secure success for the revolution, the clear-sighted policies of the Party’s leadership that match the people’s aspirations is the first and foremost factor, and the second is building a contingent of cadres for implementing those policies.

Given this, the Party always views personnel training as one of the most important tasks that decides the success of the revolution, according to Nguyen Tuc, member of the Presidium of the Vietnam Fatherland Front (VFF) Central Committee. In a recent interview granted to the Vietnam News Agency, Tuc said the training of cadres has recorded many breakthroughs and become more methodological in recent tenures. Apart from training at academies and training centres, the reshuffle has also been promoted strongly to equip cadres with experience in reality and skills necessary for future jobs. Thanks to this training method, a large number of cadres in various fields have been created, with many of them highly valued not only in Vietnam but also throughout the world, he noted. He held that while degrees and certificates are important in assessing a cadre, they must also reflect the real capability of the cadre.
Tuc cited Party General Secretary and State President Nguyen Phu Trong as emphasising that the real capability and morality must be considered to assign a cadre to a suitable position. In fact, he pointed out, some cadres have even lobbied to get promoted. Therefore, to select cadres who are both young and capable, it is important that they must undergo challenges during the training process, the official said, elaborating that they need to get involved in reality to bring into play their capacity and experience. This will strengthen their will and mettle in several different circumstances.

Tuc also underlined the need for cadre monitoring mechanisms which should be based on not only the Party and State but also, most importantly, the people, as well as the VFF, trade unions, and the Youth Union.
Discussing personnel reshuffling, he said apart from training provided at schools, the reshuffle will be useful for cadres to optimise their capacity, not only their knowledge but also their experience so that they can adapt quickly when succeeding predecessors in high-ranking positions. As a result of the Party’s policy implemented so far, a contingent of strong cadres has been created, covering almost all areas, according to Tuc. It is a fact that some young officials have committed wrongdoings, which is an inevitable phenomenon during the country’s development and reform process, but this should not be used as a pretext for negating the Party’s achievements in cadre training, he told the reporter. Young cadres have now been equipped with much more knowledge and scientific and technological skills when compared to their predecessors, he said, adding that training and self-improvement will help them integrate faster. The current international context is highly suitable for implementing the Party’s policies on multilateralisation and diversification of foreign relations and integration into the world, and it is also one of the conditions necessary for the country to move forward in line with the spirit of the draft political report to be submitted to the 13th National Party Congress.
Tuc expressed his belief that young cadres will be successful. However, he also recommended the predecessors assist younger cadres to realise both their strengths and weaknesses, thereby creating connectivity among generations and helping the young move in the right direction./.
